Job DescriptionARD Inc., a Tetra Tech company, seeks a Chief of Party (COP) for an anticipated USAID-funded governance and community development program in Jamaica. The program, designed to foster peace and more transparent and participatory democracy, will work in communities throughout the country and at national levels to develop a culture of accountability and integrity in government, support the rule of law, implement both community-based and national-governmental approaches to crime and violence prevention, especially among youth, and to strengthen the juvenile justice system. The program will also work closely with the Jamaican Constabulary Forces, the Ministry of National Security, and other governmental entities in addition to a wide array of civil society actors and other donor programs. The program will also likely include a regional element in respect to several functional areas. The COP will provide technical and financial direction and oversight to the project throughout the five-year implementation period.

Responsibilities:
--Provide leadership, management, expert oversight and guidance for all long-term and short-term technical staff on the project.
--Ensure the quality and timeliness of all project implementation, monitoring & evaluation, financial and management reports consistent with USAID rules and regulations and ARD policies and procedures.
--Lead the development of annual work plans and budgets to support a variety of technical assistance activities.
--Oversee due diligence in financial expenditures.
--Serve as the principal liaison with USAID and/or other US Government bodies, host country government and partners, donor working groups, NGOs and the public, as well as counterparts throughout Latin America and the Caribbean.

Qualifications:
--An advanced degree in public administration, law, political science, economics or a relevant development related field is required.
--A minimum of 10 years of experience in the management of complex Democracy and Governance programs in areas such as Local Government Support, Community Development, Anti-Corruption, Crime and Violence Prevention, and Civil Society Support is also required.
--Experience managing similar USAID programs in the Caribbean/Latin America is desired.
--Prior first-hand experience in the following technical areas is preferred:
-Public-sector institutional capacity building and training;
-Community-based approaches to crime and violence prevention;
-Rule of Law and criminal justice system strengthening and reform, including anti-corruption; and,
-Public outreach and awareness.
--Candidates must demonstrate proficiency managing the administrative, contracting, staff recruitment, financial, and logistical aspects of an overseas program office.
--Successful candidates will have a proven ability to develop and work within approved work plans and meet goals within agreed timeframes.
--U.S. citizenship or a valid U.S. work permit may be required.
