Job Summary

The Accounting Technician is responsible for overseeing the procedures for the collections of public funds.

Job Description

Under the general direction and supervision of the Director, Zonal Operations Western, the incumbent is responsible for overseeing the procedures for the collections of public funds; the payment of public funds and recording financial transactions in accordance with the Financial Administration and Audit (FAA) Act and Government policies and guidelines.

This will be achieved through the collating, checking and verifying of information received as well as maintaining financial records and producing related reports.

 

KEY RESPONSIBILITY AREAS 

Technical/Professional Responsibilities

  • Coordinates the receipt of proceeds from the sale of items within the zone;
  • Certifies generated receipts for the collection of public funds;
  • Certifies payment vouchers in accordance with FAA Act and other regulations;
  • Maintains all financial records of receipts and payments and journal entries etc;
  • Ensures all accounting records are appropriately filed for easy retrieval;
  • Certifies Cash book updates on a daily basis;
  • Manages the Petty Cash Imprest within agreed guidelines and requisite limit;
  • Coordinates the distribution of cheques;
  • Certifies overtime calculations;
  • Certifies revenue statements and remit monies to Head Office;
  • Certifies Proof of Imprest Statement and remit to Head Office;
  • Certifies Imprest Replenishment Submissions to Head Office:
  • Certifies Advance Clearance Submissions to Head Office
  • Maintains contract register;
  • Records and updates license register;
  • Monitors bank balances and resolves reconciling items on bank statements;
  • Certifies Pre & Post Bank Lodgements;
  • Coordinate Year End Closure procedures;
  • Performs other related duties as assigned;

 

Management and Administrative Responsibilities

  • Plans work activities and prepares schedules;
  • Participates in the planning, coordinating and management of the Division;
  • Keeps abreast of trends in financial accounting; 
  • Maintains effective internal communications to ensure that all relevant members are kept informed of objectives and initiatives;

 

 Human Resource Responsibilities

  • Ensures that direct report/s conform to guidelines, standards and regulations;

 COMPETENCIES

  • Strong knowledge of FAA Act and Government of Jamaica policies and procedures;
  • Working knowledge of Government Accounting systems;
  • Working knowledge of Budget preparation;

 MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  •  Education and training equivalent to AAT Intermediate stage/ Certificate in Accounting from a recognized tertiary institution;
  • One (1) year related experience

 OR

  •  Diploma in Government Accounting – MIND
  • Two (2) years related experience;

 OR

  • Successful completion of Levels I and II of the Certificate in Government Accounting – MIND
  •  Three (3) years related experience.
