Job Summary

The / the charge (s) is responsible AME (e) under the supervision of the Country Director and Head of Project Development, development of assessment tools, monitoring and tracking of mission ACTED.

Job Description

  1. methodological approaches

Approach Project Cycle - Facilitate the development and implementation of project cycle management within the mission.

  • Form teams to use the project cycle and the tools and procedures 
    Participatory approach

  • Ensure that a participatory approach is, wherever possible, initiated with local stakeholders and partners in monitoring and evaluation;

  • Working in collaboration with AME teams and program for the design and improvement of mechanisms for monitoring and participatory evaluation.

  • Monitoring and evaluation

Information system

  • Supporting, in coordination with all departments, collecting information for program projects database.

  • Monitor and ensure the quality of data collected during field surveys.

Project monitoring and evaluation

  • Define for each project, a plan for monitoring and evaluation, shared during the kick-off meetings Develop the tools and terms of reference needed for any fieldwork.

  • Attend MEA teams, and if necessary, support data analysis.

  • Ensure the writing of clear and concise investigation reports

  • Ensure that reports of monitoring and evaluation are carried out in an efficient manner for fundraising and falls within and / or participates in defining strategic orientations country.

  • Ensure, subject to validation of the investigation report by the Country Director, the systematic dissemination of results of investigations and lessons learned from project teams (written notes, WAM, ad-hoc meetings).

Monitoring and program evaluation

  • Ensure, for any development project proposals, sharing of information on existing capitalized targeted areas and themes; and, if necessary, implement assessments of surveys on areas and topics defined in close collaboration with the Country Director and reporting department

  • Define and implement, in coordination with the Country Director, thematic investigations in connection with the defined strategic guidelines, to support the development of the mission.


  • Develop the capitalization of lessons learned and best practices at the mission.

  • Ensure the classification of terms of reference, questionnaires and survey reports for each project within the Department MEA.

  • Contribute during the Monthly Coordination Meetings, in defining the strategic direction of the mission.

  • Monitoring Department

  • Supervise, in cooperation with area coordinators, the AME team;

  • Define, in coordination with the Country Director, quarterly strategic guidelines for project monitoring and evaluation at the mission.

  • Set in coordination with areas of the coordinators, the monthly planning of AME teams and monitoring.

  • Ensure, on a quarterly basis, the evaluation of AME teams.

  • Assist the Country Director in all other tasks related to the development of the mission.


IV. Qualifications

  • Master university or business school in international affairs or political science

  • Excellent communication both written and oral

  • A first experience at least a year in monitoring and evaluation of projects

  • Experience working within community groups is desired

  • Knowledge and skills of field data collection methods

  • Experience in implementation, evaluation in humanitarian and development is recommended

  • Ability to work and live in an unstable environment
