Director, Research and Mapping (SOG/ST 8)
Job SummaryApplications are invited from suitably qualified candidates to fill the post of Director, Research and Mapping (SOG/ST 8) in the Mines and Geology Division, Ministry of Transport and Mining.
Under the supervision of the Deputy Commissioner (Geology), the incumbent directs all activities relating to geological, geotechnical and natural hazards mapping and to develop and update these maps on a timely basis, as well as direct and monitor research activities in order to improve the geological, geotechnical and geohazard information for national development and to satisfy Government policy. In addition, the incumbent participates in the approval process for sub-divisions and other relevant building applications on a local and national level.
- Formulates, designs and implements geological mapping, geotechnical and geo-hazard projects which are of national priority and are necessary to meet major national objectives and Government policies;
- Administers the planning, preparation and publication of new metric series of geological maps in digital format;
- Co-ordinates and collaborates geological mapping activity with other local and international geological organizations and societies to comply with international standards and methods of geological mapping and production;
- Discharges overall responsibility for Capital and Recurrent Budget preparation and planning for Engineering Geology and Regional Mapping units in order to ensure the most effective use of limited financial resources;
- Prepares monthly and quarterly reports regarding geological and geotechnical data;
- Attends technical and administrative committee meetings with partner agencies and private sector groups;
- Consults on technical issues of national priority and assists in drafting plans and strategies to achieve objectives;
- Co-ordinates the responses to queries and complaints relating to geological and geotechnical hazards;
- Negotiates for contractual arrangements with both local and foreign agencies (Government and Private) where necessary for implementation of projects activities e.g. Drilling, surveying and analytical work etc.;
- Ensures that copy rights of Division’s map and reports are properly secured and not abused by users. This is particularly important because of the ease by which electronic data can be transferred;
- Represents the Commissioner and Deputy Commissioner at interdepartmental and inter-ministerial technical and financial committees as directed;
- Assists in planning, organizing and directing the objectives, work schedules and programmes of the Division. Identifies weaknesses in the operating system and designs programmes to improve these;
- Manages the operations and activities in the Research and Mapping Unit;
- Acts as Deputy Commissioner from time to time;
- Assists in the management of the operations and activities of the Division.
- Directs research and provides consultation on geological and geotechnical issues e.g. Ground subsidence, ground failure, geological faults, slope instability etc., relating to national development projects;
- Directs and implements geo-hazard project activities e.g. Landslide, earthquake and flood hazard investigation and mapping on an island–wide basis. Establish guidelines to ensure that the highest standards are achieved so that the information can facilitate planning, engineering and development processes;
- Directs and co-ordinates the subdivision and development application process with respect to geological and geotechnical hazards. Evaluates and approves development plans to ensure that residential, commercial and industrial developments are protected from the negative effects of natural and engineering processes;
- Co-ordinates and monitors systematic geologic mapping of the entire island and constantly upgrade geological maps for use by local and foreign investors, Government Departments, universities, schools and other interest groups. This information is used in the investigation of mineral resources and to assist in physical and engineering planning and development;
- Directs and delegates activities pertaining to the preparation of petrological and paleontological rock samples including critical physical and chemical analysis of the samples;
- Conducts seminars, workshops, lectures on geologic hazards such as earthquakes and landslides as well as coordinating these activities to bring greater public awareness to the field of geology to public and private institutions e.g. Teachers, colleges, schools and insurance companies;
- Maintains links with geological surveys, universities and other research organization worldwide on matters of stratigraphy, paleontological and structural geology developments;
- Reviews technical documents and reports for the Government of Jamaica with respect to development projects funded locally and internationally. Recommend remedial measures to satisfy national and international development standards. Consult on technical review committees;
- Presents findings of various research projects being undertaken at local and international seminars and meetings;
- Acts in consultative capacity to investors, developers, engineers, planners. Consults on technical issues with the Commissioners.
- Assists in evaluating and training of Divisions’ staff, ensuring their training needs and career development opportunities are provided;
- Motivates staff to increase level of participation and improve work performance;
- Trains subordinate staff on geological and geotechnical method and techniques;
- Provides leadership, mentoring and coaching to staff within the unit;
- Participates in the recruitment of staff for the Division.
- General knowledge of the Planning Regulations, Acts, Codes and practices as it relates to the planning, environmental, engineering and mining organization

Minimum Required Qualification and Experience
- A Bachelor of Science Degree in Geology or Post Graduate Training in Engineering Geology or related fields; plus
- Certification of training courses in Budgeting, Project Management, Supervisory/General Management and other technical courses e.g. remote sensing, engineering geology/geotechnical engineering, geophysics, geological hazards;
- At least eight (8) years of progressively responsible experience in Geology;
- A minimum of five (5) years working experience in supervisory and project management, budget planning as well as general management.
Special Conditions Associated with the Job
- Treacherous terrain conditions (rugged, remote, etc.).
- Adverse weather conditions (thunder storms, excessive exposure to sunlight).
- Working in hazardous areas and disaster zones (drill sites and sites for operation of other heavy equipment, landslides and flood ravaged sites etc.).

Salary range $2,101,170 - $2,497,631 per annum and any allowance(s) attached to the post.
