Job Summary

The Chargé (e) Logistics contributes to logistics management, the proper functioning of equipment and property management of ACTED mission. He works under the direct responsibility of Country Logistics Manager.

Job Description

It guarantees respect for the legal framework of the country, the implementation of the administrative framework and procedures defined by the headquarters and the specific rules of the mission, with the constant aim of defending the interests of the association and the effective use of resources.

Manage the layout of premises (offices and guesthouses);

Ensure the upkeep and maintenance of the premises;

  • Constitution and regular supply of stationery stock:

List the stationery requirements;

Establish a procedure for monitoring the stock of stationery;

Proceed purchasing, putaway and storage equipment;

  • Financial management :

Management of the financial envelope of the logistics department (or cash advance);

Justification of expenditure to the finance department;

  2. Managing a database of local suppliers:

A study of local markets;

Establish and maintain a database of local suppliers, specifying the criteria of quality, price, service, ethics, etc. ;

Start quotations or tenders;

Conduct procurement / development contracts;

Accept the goods and ensure customs clearance of imported goods;

Manage the flow of inventory and distribution of goods in the projects;

Develop and follow a schedule shipping of goods on projects;

Fill in the shipping orders (way bills);

Organize the loading and unloading of goods;

Observe administrative and customs formalities in force;

Organize the installation of computer equipment (computers, printers, scanners, projectors, photocopiers, networking);

Identify Internet providers and negotiate the best service contract;

Make regular backups (backups) of files on the server;

Organize the installation of communications equipment: telephones, HF and VHF radios;

Train staff in the use of different equipment;

Maintain and monthly inventory of communication equipment;

Calculate and control the monthly cost of each basic communication (telephones, email, Internet), in coordination with the Country Financial Manager;

  • Management of power generation equipment:

Organize the installation of equipment: generators, solar panels, etc. ;

Train staff operating equipment;

Maintain and monthly inventory of equipment;

IV. Qualifications

  • Higher education in Supply Chain Management

  • 1 st experience in a tense security environment, preferably in Africa, Middle East or Asia

  • logistics management experience and / or security management and procedures

  • Ability to work in an unstable environment at safe level

  • Ability to work in remote locations

  • Autonomy, leadership, organization

  • Excellent writing skills in English and French

· Salary defined by the ACTED salary grid based on the level of study, expertise, level of security and performance
