Job Description

The Government of the Cooperative Republic of Guyana has received financing from the Inter- American Development Bank (IDB) and the Caribbean Investment Facility (CIF) of the European Union (EU) and it intends to apply part of the proceed towards short term consultancy services.

The objectives of this work assignment are to assist the Social Management Unit (SMU) to:

  • supervise team members in implementing the Social Management Program;
  • assist in improving the trust between GPL and its customer;
  • assist in educating users in the efficient and safe use of energy.


The intended outcome is to have an effectively and efficiently implemented social management program in the targeted areas outlined below. Team Leader(s) will be responsible for a group of Community Facilitators (CFs) for that particular area, whereby the mandate of the CFs will be for the dissemination of information on behalf of GPL/ PUUP in the form of village/ community meetings/ school programs.


Team Leaders will be directly monitoring the work plan of their CFs, via attending meetings, collecting feedback and assisting in troubleshooting, problem solving and follow-through at the local level. In addition, Team Leaders will provide oral, electronic and written briefings/ reports to the Social Management Unit (SMU).


The Consultant should have at least five (5) years experience in supervising, assessing work plans and reporting on behalf of team members.


In order to be considered for short-listing, interested consultants having the relevant qualifications and experience in leading and coordinating the work of teams, and who are from the Bank’s Member countries or the EU are herein invited to submit their curriculum vitae showing the: (i) legal name of the Consultant; (ii) address; (iii) telephone number; (iv) email address and website; (v) information about the Consultant and principal areas of expertise and activities; ( vi) description of specific experience in social management planning/ coordination and implementation.


Interested Consultants must provide information establishing that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of requisite skills, etc.)


The work assignment is to be executed in Guyana across: Region 3 – West Bank Demerara, Region 4 - East Bank Demerara, Region 4- Georgetown, Region 4 – East Coast Demerara, Region 5 West Berbice, Region 6 - Upper East Corentyne, Berbice and Region 6 – New Amsterdam, Berbice.


Consultants will be selected in accordance with the procedures set out by the IDB: policies for the selection and contracting of Consultants financed by the Inter- American Development Bank GN-2350- [9]. Individuals from the Bank Member countries will be eligible as well as individuals recognized as eligible by the EU under its applicable regulations on procurement.
