Job Summary

Chemonics seeks a technical director for the USAID Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project.

Job Description

GHSC-PSM will be the primary vehicle through which USAID 1) procures and provides health commodities; 2) provides technical assistance to improve partner countries' management of the supply chain; and 3) collaborates with key international stakeholders to support global health initiatives. The Haiti office will work under three of the project's task orders, in HIV/AIDS, Population and Reproductive Health, and Maternal and Child Health/Zika, to provide commodities and supply chain technical assistance. The technical director will be critical in managing technical implementation of the long-term presence, vision, and structure of GHSC-PSM in Haiti. Responsibilities include:

  • Provide technical vision, oversight, and supervision of warehousing, logistics, procurement, laboratory, health system strengthening, and quantification and forecasting units in fulfilling critical supply chain activities
  • Under the direction of the country director and GHSC-PSM team at the head office, develop/propose streamlined strategies and organizational structures to capitalize on supply chain management best practices
  • Provide quality inputs and strategies in support of the country director in development and implementation of annual work plans, budgets, and responding to requests that reflect the priorities of USAID, the Ministry of Health, and other stakeholders; lead budget and work plan updates quarterly
  • In coordination with the country director, represent the country office as technical lead in external fora including meetings with relevant stakeholders and activities to build the capacity and capability of national systems
  • Supervise the health system strengthening advisor, supportin the implementation of activities planned with the Haiti Ministry of Health , ensuring that this component is well implemented to support the National System of Supply and Distribution of Drugs and Essential Products (SNADI).
  • Guide the unit directors/managers in their planning and implementation, ensuring a constant linkage between all the technical components of the supply chain such as procurement, quantification, laboratory, warehousing, logistics, and health systems strengthening
  • Ensure proper management of technical activities concerning provision of products for the care and treatment of HIV/AIDS by the procurement manager and unit, including product selection, monitoring the fulfillment of orders by suppliers, tracking of shipments to clients, and expediting freight forwarding and customs clearance
  • Ensure all applicable Federal Acquisition Regulations and targeted local procurement guidelines are followed and relevant documentation is in place
  • Provide technical leadership and support on national quantification and supply planning of health commodities and semiannual supply plan updates of health commodities
  • Ensure technical implementation data is reported internally and clearly and concisely included in regular project reporting, and timely submission of all deliverables for teams under supervision
  • Coordinate with partners and other U.S. government-supported cooperating agencies in Haiti on joint technical work, and ensure that necessary communication for effective collaboration takes place
  • Develop scopes of work for local and expatriate short-term technical expertise required during implementation of GHSC-PSM in Haiti
  • Maintain auditable records for all field-office procured items, including approved supply plans and supporting documentation

 

Qualifications:

  • Advanced degree in public health, business, or management required; or equivalent relevant experience
  • Minimum six years of supply chain management experience required; experience in public health or with pharmaceuticals preferred
  • Strong skills in supply chain management and health systems strengthening required
  • Experience managing USAID-funded activities and thorough knowledge of applicable regulations and requirements
  • Excellent cross-cultural communication and interpersonal skills required; ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants
  • Proven leadership experience and capacity to organize, motivate, and coordinate teams
  • Ability to work with cooperating partners in implementing complex programs
  • Strong interpersonal, written, and oral communications skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in French and English required; proficiency in Creole preferred
