Job SummaryReporting to the Country Director, the Area Coordinator is responsible for the implementation of the mandate of ACTED in the headquarters area and are responsible for oversee their implementation.
Its tasks will be:
Ensure ACTED Representation on the intervention area
Representation to the provincial authorities:
Participate in official meetings to ensure maximum visibility of the association with the local authorities.
- Representation donor:
Establish and update an address book of potential donors covering the intervention area;
Attend information meetings of donors that take place at the provincial level and transmit the collected items Country Director;
Distribute the annual activity report.
- Representation with other international organizations:
Participate in inter-NGO coordination meetings and meetings of UN agencies (OCHA, UNDP, UNICEF, FAO, etc.) and other inter-governmental institution, which take place at the provincial level;
Ensure maximum visibility of the association within the NGO community in the province;
Direct reporting and platelets and ensure the regularity and reliability of the information produced and the confidentiality of sensitive information for the mission.

Contribute to the development of global intervention strategy of mission and oversee its implementation at the provincial level

Collect data and analyze the opportunities and risks;

- Implementation of the financial strategy:
Oversee drafting of projects and preparation of budgets;
Direct research funding and negotiations with donors present in the intervention area;
Lead the implementation and enforcement of the terms of any financing agreement;
Check the overall commitment of expenditure and financial risk.
- Implementation of the operational strategy:
Supervise project leaders of the project area in the implementation of projects;
Helping teams in negotiations with partners;
Ensure coordination and consultation between the different projects and sites of the project area;
Evaluate the actions implemented and ensure efficient use of resources.
Oversee reporting procedures:
Establish a schedule of reports to Donor for the intervention area;
Plan and supervise the development of narrative and financial reports;
Monitor compliance with FLAT procedures.
In general, countries systematically inform the Director on the development of the office's strategy in the area of ??intervention and its implementation.
The management and security of the team of the project area
Management and supervision of the team of the project area:
Organise and lead coordination meetings;
Prepare and follow work plans;
Ensure team cohesion (resolve potential conflicts);
Stimulate team life, within the limits of privacy;
Adapt the organigramme and ToRs of personnel according to the evolution of the mission;
Undertake regular evaluation of N-1 employees and send the Administrator country the assessments and recommendations grids (assignment, changes to contract or salary etc.)
- Contribute to the recruitment of expatriate staff:
Follow recruitment procedures: plan recruitment needs; drafting the ToR for vacancies; if necessary, conduct telephone interviews with candidates;
On the seat delegation to service expatriate residents in the project area.
- Security management teams:
In connection with the safety coordinator area, analyze the security situation in the area and inform the Country Director and the Coordinator safe countries through periodic reports;
Contribute to update the security plan of the project area;
Monitor effective compliance with safety procedures by all staff.
- Masters level in International Relations or Development
- project management experience (management, planning, employee development and training)
- 2-5 years experience in an equivalent position
- managerial competence and leadership
- Excellent oral and written expression in French
- High flexibility, interpersonal skills and negotiation skills. Strong ability to work in an intercultural context
