The Accountant will be responsible for the day to day financial management and accounting function of the OECS Regional Health Project, as well as provide support to other programs as assigned.
 

The Accountant will be required to:

  •  maintain overall responsibility for the organisation and day to day management of the accounting function and ensure the sound financial management of donor resources in accordance with the terms of the relevant Grant Agreements and applicable rules, guidelines and procedures of the respective donor agencies and the OECS Commission;
  • participate in the operational and financial planning of the donor programs, including the preparation of budgets, forecasts and compatible work plans, for the delivery of financial services;
  • manage communications and other financial information requests from suppliers, donor partners, auditors and other clients promptly and efficiently;
  • establish and maintain project accounts using Sage 50 Integrated Accounting software so as to track inflows and outflows by funding source;
  • monitor expenditure against approved budget lines and advise the Project Managers of any significant variances for initiation of appropriate action on a monthly basis;
  • prepare and submit Interim Financial Reports (IFR) and requests for replenishment to the World Bank on a timely basis to ensure that funds are available for project activities continuously;
  • settle all payments to suppliers promptly, ensuring that these are supported by proper documentation, are duly authorized and conform to the donor and OECS procedures;
  • review travel advance calculations and ensure timely retirement of same;   
  • ensure that all project bank accounts are reconciled on a timely basis;
  • ensure that all inventory items and fixed assets are properly stored, secured, recorded and safeguarded, and are duly insured against loss or damage; a fixed assets register must also be maintained;
  • prepare all necessary reports and financial statements as per management requests and donor agreements within agreed timelines, in accordance with OECS and donor regulations, these reports include:
  • quarterly reports to donor agencies where required;
  • presentation on the financial performance of the projects managed to the respective teams;
  • quarterly income and expenditure data for management reporting;
  • financial statements for the projects’ external audit;
  • year-end sources and uses of funds for the consolidated financial statements
  • manage the procurement of external audit services for audit engagements of assigned projects and facilitate the audit exercise;  
  • partner with assigned unit heads to provide support to the Annual Work Planning and Budgeting (AWPB) process, as well as ongoing advice on financial matters related to their unit budgets;
  • maintain a filing system for the financial records and other project related documents;
  • undertake other related assignments for the benefit and development of the Project as may be assigned by Management.

 

QUALIFICATIONS AND EXPERIENCE 

The ideal candidate should have:

  • A Bachelors Degree in Accounting or ACCA Level II
  • Direct experience of working with donor-financed projects (especially World Bank);
  • Knowledge of government accounting procedures in OECS Member States would be an asset - preferably, direct working experience with government or international organisations;
  • Working knowledge of Sage 50 or similar computerized accounting software is essential.

TERMS OF APPOINTMENT

The position is on fixed-term establishment subject to satisfactory annual reviews. Salary will be commensurate with qualifications and experience and exempt from income taxes.   In addition to the basic salary, the post attracts other allowances. The incumbent will be eligible for membership in the Organisation’s non-contributory Group Health and Life Insurance Scheme.  Reasonable location expenses will be reimbursed where applicable.
