The Assistant Human Resource Development Officer contributes to training plans, coordinates staff programs and orientations, manages recruitment and study leave requests, and assists with operational unit reporting.

 

Job Purpose:

Reporting to the Manager, Human Resource Development, the successful candidate will be responsible for planning, coordinating and evaluating staff training and development programmes across the Region; developing training materials and databases; and providing timely guidance and administrative support on training, study leave and related matters. 

 

Minimum Qualifications and Experience:

  • Associate Degree in Human Resource Management, Business Administration or related discipline, from a recognized Tertiary Institution; 
  • A minimum of two (2) years' experience in personnel administration. 

 

Specific Knowledge, Skills and Competencies:

  • Working knowledge of current training techniques and methodologies. 
  • Working knowledge of the Public Service Regulations and Staff Orders. 
  • Knowledge of computerised human resource information systems. 
  • Strong analytical, interpersonal and human-relations skills. 
  • Good written and oral communication and time-management skills. 
  • Proficiency in spreadsheets, word processing, HRMIS and other database applications.
  • A demonstrated commitment to staff development, confidentiality, integrity and professionalism. 

 

Key Responsibilities will include but not limited to:

  • Contribute to the Human Resource Development Unit Plan, Training Plan, operational plans and budget. 
  • Assist with training needs assessments and surveys; analyse findings and recommend appropriate interventions. 
  • Coordinate in-house, local training programmes, monitor trainees and help evaluate programme impact on job performance. 
  • Prepare submissions for study leave and day release, and process requests for training and time off to pursue studies. 
  • Develop training manuals and tools and maintain accurate training, provider and resource-person databases.
  • Support the Region's employee orientation, career planning and counselling programmes and advise staff on professional development opportunities. 
  • Assist with selecting training providers and facilitators, coordinating programme logistics and following up on payments for goods and services. 
  • Help design, administer and evaluate assessment instruments and interview documents used in recruitment and acting assignments. 
  • Prepare activity and performance reports, represent the Department at meetings as directed and oversee the Unit in the Manager's absence.
