The incumbent supervises laboratory operations and pathology services, leads staff, manages budgets and reports, and ensures quality and compliance in diagnostic and autopsy procedures island-wide.

 

JOB PURPOSE

Under the general direction of and in collaboration with Director of National Laboratory Services, plan, organize and control the technical operations of the surgical pathology, autopsy and cytology services of the Ministry of Health with island wide responsibilities.

 

KEY RESPONSIBILITY AREAS

MANAGEMENT / ADMINISTRATIVE RESPONSIBILITIES

  • Prepares and submits Individual Work Plan in alignment with the objectives of the Department and the Ministry.
  • Prepares monthly, quarterly, annual, performance and other required reports accurately and within stipulated timelines.
  • Collaborates with the Director, National Laboratory Services to plan, organize, and control the technical operations of surgical pathology, autopsy, and cytology services island-wide.
  • Provides leadership and supervision for Grade IV Consultant Pathologists, Residents, Senior House Officers, Medical Technologists, Interns, Technical Assistants, Secretarial Staff, and Morgue Attendants.
  • In conjunction with respective Administrators and Operations Manager, ensures the proper maintenance of equipment and physical facilities to support uninterrupted laboratory and autopsy services.
  • Assists the Chief Medical Technologist in preparing the Department’s annual budget and monitors expenditure to ensure cost efficiency.
  • Represents the Department at meetings within and outside the National Public Health Laboratory.
  • Works in conjunction with other Consultants across disciplines and pathologists in other institutions to solve problems, determine protocols, and implement procedures for the effective functioning of laboratory services island wide.

TECHNICAL RESPONSIBILITIES

  • Evaluates on a continuous basis the overall performance of programmes and services, ensuring alignment with objectives and developing corrective measures where necessary.
  • Supervises the trimming of surgical pathology specimens and post-mortem histology specimens for most hospitals across the island (excluding the University Hospital of the West Indies, unless by special arrangement).
  • Reads, interprets, and reports on histology slides prepared from surgical and post-mortem specimens.
  • Provides autopsy services for Kingston Public Hospital, Victoria Jubilee Hospital, Bellevue Hospital, Bustamante Hospital for Children, National Chest Hospital, Princess Margaret Hospital and Hope Institute.
  • Consults with clinical colleagues regarding patient management based on pathology and autopsy findings.
  • Ensures adherence to clinical standards and protocols in alignment with established best practices.
  • Participates in meetings with national and, where applicable, international counterparts to address technical issues and propose solutions.
  • Participates in public education and outreach activities related to the scope of laboratory, pathology and cytology services, as necessary.
  • Provides technical instruction and demonstrations for paramedical trainees in the autopsy room.
  • Maintains working knowledge of cytology to support departmental service delivery.

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Graduate from an accredited Medical School
  • Postgraduate qualification in Anatomical Pathology, DM or equivalent from a recognized University
  • Five years’ experience in a Consultant position
  • Peer Approval
  • Management Training an asset
