JOB PURPOSE
The Government of Jamaica is in the process of establishing the Jamaica Consumer and Competition Authority (JCCA) through the merger of the Consumer Affairs Commission and the Fair Trading Commission. The Authority will serve as Jamaica's principal consumer protection and competition regulator, responsible for administering and enforcing the Consumer Protection Act, the Fair Competition Act, and related legislation.
Under the strategic direction of the Board of Directors, the Chief Executive Officer shall provide visionary, ethical and results-oriented leadership to the Authority and be responsible for the day to-day management and administration of its affairs.
The CEO will lead the successful integration of the Consumer Affairs Commission and the Fair Trading Commission into a unified, high-performing national regulatory authority; implement the strategic direction, policies, priorities and performance objectives approved by the Board; and ensure the effective administration and enforcement of the Consumer Protection Act, the Fair Competition Act and related legislation.
The successful candidate will be responsible for planning, organizing, directing and coordinating the operations of the Authority; developing programmes, services, standards and performance targets for Board approval; implementing approved plans and programmes; supporting the work of the Board and its Committees; and ensuring that the Authority delivers high-quality regulatory, investigative, educational, advocacy and consumer protection services.
The CEO will also provide strategic advice to the Board and the Ministry, foster productive stakeholder relationships, strengthen governance and accountability systems, promote innovation and digital transformation, and cultivate a culture of professionalism, transparency, service excellence, integrity and high performance.
