POSITION OVERVIEW
The Chief Information Officer (CIO) has overall responsibility for planning, directing and continuously improving the institution’s information technology resources and capabilities. The CIO will provide leadership, vision and direct oversight of the institution’s IT, cyber-security, technology infrastructure, IT support services and technology-related innovations and initiatives.
The CIO is responsible for developing and implementing policies, procedures and planning related to IT, including the Technology Use Policy and Procedures, the Technology Strategic Plan and network security, disaster recovery and information security plans.
The CIO will serve as both a strategic institutional leader and a hands-on technical resource when necessary, ensuring the reliability, security and advancement of campus-wide technology systems, communications infrastructure, surveillance systems and physical security technologies.
KEY RESPONSIBILITIES
- Provide vision, leadership, direction, fiscal, and human capital management for the Office of Information Technology.
- Develop and execute a comprehensive institutional technology strategy aligned with the institutional mission, accreditation standards, workforce development, and long-term strategic goals.
- Manage all major computer and IT systems developments and enhancements including approval of plans, designs, timetables, costs, and resource availability and allocations.
- Recommend standards, specifications for technology applications to enhance the instructional and administrative support functions.
- Conduct competitive analysis on technology products and services and make resource-based recommendations.
- Provide data and reports to executive management on technology operations and improvements.
- Lead technology modernisation initiatives, digital transformation efforts and institution-wide technology change management.
- Evaluate, govern and develop institutional policy for the use of artificial intelligence and other emerging technologies across academic and administrative functions.
- Oversee IT services including security, systems, application development, instructional media, networking, telecommunications and client services, with a focus on advancing student success and operational effectiveness.
- Provide strategic leadership and oversight for campus technology infrastructure including enterprise systems, wireless networks, telecommunications, audiovisual systems, surveillance cameras, access control systems and other campus safety and security technologies.
- Lead security measures for hardware, software and networks.
- Provide technical guidance and direct operational support, when required, in the installation, troubleshooting, maintenance and repair of institutional technology systems and infrastructure.
- Respond to technology emergencies and critical system outages as necessary to ensure continuity of operations and campus safety.
- Oversee cybersecurity initiatives and institutional risk management efforts to protect data integrity, business continuity and regulatory compliance.
- Develop and maintain disaster recovery, business continuity and information security plans in alignment with recognised frameworks.
- Ensure institutional compliance with applicable data protection regulations and standards.
- Establish and maintain a formal data governance framework, including policies and standards for data quality, access, retention and institutional reporting.
- Oversee student information systems (SIS), enterprise resource planning (ERP) platforms, data warehousing and institutional analytics tools that support enrollment management, student success and institutional research.
- Partners with institutional research and executive leadership to develop data reporting capabilities that inform strategic decision-making and accreditation requirements.
- Serve as a strategic partner to academic affairs in the evaluation, implementation and support of instructional technologies, including learning management systems (LMS), classroom technology and online and hybrid course delivery platforms.
- Collaborate with faculty and instructional designers to ensure technology solutions support pedagogical goals and improve student learning outcomes.
- Ensure all instructional and administrative technologies meet accessibility standards and support equitable access for all students, including those with disabilities.
- Develop and implement strategies to address digital equity gaps, including device access programmes, broadband connectivity support and assistive technology resources for students.
- Ensure campus technology resources are accessible and supportive of the diverse student populations served by the institution.
- Exercise supervisory authority and manages performance for technical and support staff, providing leadership and development opportunities.
- Lead, mentor and develop a high-performing IT team that promotes innovation, accountability, collaboration and customer service excellence.
- Communicate and meet regularly with campus personnel and IT staff to identify and address ongoing and strategic technology needs.
- Develop and maintain IT cross-training programmes, operational documentation standards and succession planning to ensure organisational resilience.
- Develop and implement IT operational policies and procedures related to the security, maintenance, use and upgrading of computer and electronic equipment and communicate this information to administration and staff, as needed to ensure compliance.
- Identify short-term and long-range development and improvement needs for IT applications and resources as part of institutional strategic planning and budgeting processes.
- Develop and submit annual and supplemental budget requests for computer hardware, software, licenses and materials needed to support institutional IT needs.
- Coordinate the acquisition of computer hardware, software, materials and supplies following applicable requisition and purchasing processes, regulations and timelines.
- Develop and manage the annual operating budget for IT operations, purchases and improvements.
- Coordinate an accurate, up-to-date inventory of IT equipment, software, supplies, and materials to anticipate and assess requests for ongoing purchases needed to maintain IT and computer uses throughout campus.
- Keep records and prepare accurate information to justify budget requests and to monitor IT budget use and priorities.
- Manage vendor relationships, software licensing agreements and third party service contracts, including oversight of service level agreements (SLAS) and performance benchmarks.
JOB SPECIFICATIONS
Required Qualifications
Candidate should possess:
- Master’s Degree in Information Technology, Computer Science, Information Systems or a related field is preferred.
- Bachelor’s Degree with at least 8–10 years of progressive IT leadership experience will be considered.
- Candidates with relevant professional certifications (e.g., CISSP, ITIL, PMP, CISM) are strongly encouraged to apply.

- Experience as a proven leader in the Information Technology field; experience in a higher education setting is valuable.
- A track record of effective supervision, including motivational leadership and proactive staff development through training, feedback, and responsibility.
- A track record of effective engagement and collaboration with the broader campus community, including students, faculty, staff, and administrators.
- History of modeling outstanding customer service.
- Demonstrated ability to exercise good judgment and decision-making.

- Experience developing long-term goals, strategic plans, project plans, and operational policies and procedures.
- Demonstrated experience managing enterprise technology infrastructure, cybersecurity operations, network administration, surveillance systems, access control systems, and related campus security technologies.
- Strong technical knowledge with the ability and willingness to provide hands-on assistance and troubleshooting when operationally necessary.
- Experience leading technology modernisation initiatives, digital transformation efforts, and institution-wide technology change management.
- Knowledge of disaster recovery planning, data protection standards, business continuity practices, and cybersecurity compliance frameworks.
- Excellent communication and stakeholder engagement skills with the ability to communicate technical concepts effectively to non-technical audiences, executive leadership, and governing bodies.
- Experience with student information systems (SIS), ERP platforms, learning management systems (LMS), and institutional data analytics tools.
- Experience developing or overseeing data governance frameworks, institutional reporting infrastructure, and analytics capabilities.
- Knowledge of digital equity principles and demonstrated commitment to technology access and inclusion for diverse student populations.
- Demonstrated experience evaluating and governing emerging technologies, including AI tools, for institutional adoption.
