Job Description


  • Manage the construction site for the Project at the State University of Haiti (Université d’État d’Haïti, or UEH). Project Manager will have full day-to-day oversight of project development, design, and implementation;

  • Interface with Foundation and IDB project specialists and work directly with WE’s design team, including its consultants, to share technical knowledge and insight that will serve to guide the design team on the FDS design requirements and the challenges of the Project. Oversee and manage design, technical coordination of the design and quality control of the work;

  • Ensure budget and timeline are adhered to as closely as possible and report back on any delays or changes;

  • Review materials, systems, design, quality control and assurance, quantity control and assurance, value engineering or specifications;

  • Review the structural plans and calculations for strict compliance with CNBH and IBC codes, including technical review of the structural aspect of the design;

  • Assist in the interpretation of Haitian building and seismic codes to maintain quality assurance;

  • Oversee and manage outreach and any necessary publications, announcements, displays, press releases and/or other activities to highlight the Project and coordinate such activities with Donor and other government entities;

  • Prepare quarterly project reports to be delivered to IDB and Qatar Haiti Fund no later than thirty (30) days after the end of each calendar quarter;

  • Prepare completion report to be delivered to IDB and Qatar Haiti Fund no later than ninety (90) days following the completion of the Project;

  • Maintain timely communication. Participate in debriefings and regular progress updates with IDB and Foundation, through phone calls and reports. Project Manager will report what has been discussed with JMP and make necessary recommendations;

  • Include, in all email communications, Project specialists at the IDB and Foundation who are directly involved in the Project;

  • Participate in person at team progress meetings and/or design workshop sessions with all relevant parties;

  • Support project completion and ensure project completion is in accordance with agreed upon design, budget, and timeline.



The primary purpose of this position is to plan and manage and supervise the construction site in support of J/P HRO’s business objectives and ongoing operations. This includes systems and project planning, estimating, execution, reporting, and implementation. The Project Manager will work closely with J/P HRO, IDB, the Foundation, and JMP to ensure the efficiency and effectiveness of the project in support of business goals and objectives. The Project Manager will prepare quarterly reports and a completion report to be delivered to IDB and Qatar Haiti Fund as listed in the Scope of Work. The Project Manager is ultimately responsible for the delivery of the project as defined by the Scope of Work and modified by the project team. The Project Manager is responsible for oversight and management of day-to-day construction activities and all related areas.



  • Background in engineering

  • Background in construction management

  • Fluent in French, Fluent in Creole

  • Experience in managing construction programs in Haiti

  • Personal skills to manage diverse donors, stakeholders, partners, and firms

  • Expertise in bidding processes
