Job Summary

Under the direct supervision of the Chief of the Social Protection Section in the Haiti Country Office, WFP seeks to hire a Programme Officer who will be responsible for the following tasks:

Job Description

Cash-based transfers

  • Lead discussions on the use of cash-based mechanisms to support food security and the integration of appropriate cash assistance for food security within a multi-sectoral approach

  • Support the national Cash Working Group activities by facilitating meetings and by providing technical assistance to develop cash coordination in Haiti

  • Liaise with Government and other key stakeholders to ensure buy-in and participation in the policy and operational discussions on cash-based activities in Haiti

  • Maintain links with WFP’s cash-based transfers experts and other professionals who can give quality advice and support to the Cash Working Group


Shock-responsive social safety net

  • Building on previous in-country experiences (e.g. emergency response, cash and voucher initiatives) and most recent studies, lead the development of a shock-responsive mechanism linked to social safety nets in Haiti (this includes aspects related to targeting, aid delivery, exit strategy, institutional arrangements and financing)

  • Develop a strategy for the Government institutionalization of the shock-responsive social safety net

  • Support the establishment of links with emergency preparedness, response and monitoring to enable the required institutional architecture for the mechanism to be functional in case of emergency

  • Ensure the integration of WFP’s emergency preparedness, forecast-based financing and resilience activities within the framework of the shock-responsive social safety net

  • Act as a subject-matter expert on shock-responsive social protection for the elaboration of the national social protection policy

  • Attend external events linked to shock-responsive social protection as needed

  • Maintain a network of national and international professional contacts in the field of shock-responsive social safety nets




  • Bachelor’s degree in a relevant field (public administration, business administration, economy, social sciences).

  • Master’s degree (desirable).



  • At least 5 years of work experience, of which at least 3 years in cash-based safety nets or emergency program implementation, or other related specialty.


Desired competencies:

  • Proven ability to lead projects autonomously and achieve desired results

  • Demonstrated ability to oversee complex cash-based programs

  • Solid knowledge of concepts related to social safety nets, food security, vulnerability targeting, delivery mechanisms, emergency response, resilience and disaster-risk management and technical expertise in at least two (2) of those fields

  • Superior analytical capacity

  • High-quality writing skills

  • Strong communication and consultation skills, notably in facilitation of sessions involving multiple stakeholders

  • Ability to establish first-rate relationships with a variety of actors


Language skills:

  • Fluency in French

  • Fluency in English

  • Working knowledge of Haitian Creole (desirable)

  • Working knowledge of Spanish, for regional links (desirable)


Information technology skills:

  • Proficiency in Microsoft Office software (Excel, PowerPoint, Word) and Internet tools.

  • Knowledge of at least one electronic transfers platform (desirable)
