Chemonics seeks a country director for the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project in Guyana.

Job Description

GHSC-PSM is the primary vehicle through which USAID procures and provides health commodities and delivers technical assistance to improve supply chain management in Guyana. GHSC-PSM Guyana specifically focuses on improvement of the HIV supply chain. The country director, based in Georgetown, will provide overall strategic direction and leadership for GHSC-PSM Guyana.  This is a full-time, six-month position with the possibility of extension, depending on funding. We are looking for individuals who have a passion for making a difference in the lives of people around the world.


Responsibilities include:

  • Manage GHSC-PSM Guyana’s program operations, financial and administrative processes, development of technical strategies and work plans, and implementation of technical activities
  • Monitor programmatic, financial, and administrative performance
  • Supervise the administration of standard project operating and financial procedures
  • Maintain strong, positive working relationships with clients and partners, including USAID and the Ministry of Public Health (MOPH), and other stakeholders
  • Maintain effective communication with the client, the home office, the public and private sectors, and other donors and cooperating agencies, and coordinate with  stakeholders in the provision of assistance to build the capacity and capability of national and regional supply chain systems
  • Manage short-term technical consultants
  • Oversee the implementation of the fiscal year 2018 work plan and GHSC-PSM strengthening interventions with the MOPH, leading technical assistance in governance and providing oversight and logistical support for all international and local technical assistance activities (primarily procurement and distribution)
  • Directly manage cash flow, expenditure forecast, local procurement, subcontracts and leases; ensure financial and legal compliance with U.S. government regulations, Chemonics’ corporate policies, field office policy manual, laws of Guyana, and any supplemental policies; and work with local accounting firm to ensure on-time payments to vendors and any local staff
  • Ensure that positive and productive working relationships between the field and home offices, including the facilitation of commodity procurement and management
  • Report results of the project’s work to USAID, MOPH, other funders, and the home office, and ensure timely submission of all deliverables
  • Perform other tasks as directed by the GHSC-PSM managing director



  • Degree in health or management-related discipline
  • Minimum eight years of experience with USAID-funded programs, preferably in public health program management or governance; experience with pharmaceuticals and medical supplies, or supply chain management systems a plus
  • Demonstrated ability to manage and implement complex USAID-funded public health programs in a developing country context
  • Skilled in leading and generating large-scale results with minimal resources
  • Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
