Job Summary

To oversee the corporate services of the Agency ensuring that they perform in accordance with the Framework Document between the entity and its portfolio Ministry.

Job Description

In so doing the Deputy CEO - Corporate Services will maintain compliance with all legislation and regulations governing the functional areas of responsibility. This includes responsibility to ensure that the Agency’s finances are managed in accordance with the FAA Act and Financial Instructions to Executive Agencies. He/she is also responsible to direct the human resource development function and to ensure provision of centralized administrative services to all Agency locations.

JOB RESPONSIBILITIES

  • Oversees the preparation of the Agency’s annual budget, ensuring its alignment with the Corporate Plan
  • Guides and oversees preparation of the Division’s inputs to the Corporate Plan and budget to ensure that objectives and targets are reflected
  • Ensures that the Agency’s finances are managed in accordance with the FAA Act, Financial Instructions to Executive Agencies and generally accepted accounting practices
  • Ensures the system of Management Accounting and reporting is implemented to meet the operational requirements of the Agency
  • Ensures the prompt and accurate payment of salary, statutory deductions, and other approved deductions to relevant persons and agencies
  • Ensures that concerns raised by the Auditor General’s Queries and reports are addressed
  • Ensures that a proper system is in place for the collection of revenue and other receipts and that these are lodged to the relevant bank accounts
  • Ensures that there is a proper system of certification and authorization of payment, which is in accordance with the prescribed conditions of regularity and propriety in keeping with the provisions of the FAA Act and Financial Instructions to Executive Agencies
  • Ensures the preparation of monthly and annual financial reports for both expenditure and revenue
  • Ensures that Human Resource policies and procedures administered equitably and reviewed and revised as appropriate
  • As the head of the Division, participates in disciplinary and grievance hearings in accordance with stipulated policies and procedures of the Agency
  • Ensure effective operation of the performance management system and timely conduct of interim and annual performance appraisals
  • Ensures personnel records are maintained accurate and on a timely basis, and that confidentiality is maintained
  • Ensures provision of centralized administrative services to all Agency locations including:
    • Procurement of goods and services
    • Maintenance of the fixed assets register
    • Storage and distribution of supplies
    • Property maintenance, security and janitorial services
  • Ensures provision of an ICT environment that supports the entity’s production and administrative systems and supports the data communications facilities that serves the AGENCY’s locations in Jamaica and abroad and with designated external stakeholders
  • Agrees objectives and performance targets with staff supervised and conduct interim and annual performance appraisals
  • Assesses staff training requirements on an on-going basis and provision of structured training programs and on-the-job coaching to develop service skills

 

KEY COMPETENCIES
The post holder needs to demonstrate the following competencies:

  • Sound knowledge of FAA Act, Financial Instructions to Executive Agencies and generally accepted accounting practices
  • Sound knowledge of the Agency’s policies and procedures
  • Basic knowledge of laws and regulations governing Immigration, Citizenship and Passports in Jamaica
  • Sound knowledge of relevant computer applications and systems
  • Sound leadership skills, decision-making and problem solving skills
  • Sound analytical skills
  • Excellent oral and written communications skills

 

EDUCATION & EXPERIENCE

  • Masters Degree in Business Administration or equivalent qualifications
  • Ten (10) years related experience at the managerial level, of which at least five (5) will be in a senior management post.
