Job Summary

The incumbent is responsible for conceptualizing, developing, guiding and implementing the organization’s human resource strategy in keeping with agreed organizational objectives as well as in accordance with contemporary human capital management approaches and regulations.


Core Functions:

  • Develop and implement the Human Resource Strategic plan
  • Formulate policies and procedures for recruitment, testing, placement, classification, orientation, benefits and labour and industrial relations
  • Plan, direct, supervise, and coordinate work activities of the Human Resource Management &Development (HRM&D) Division and Facilities Management Department (FMD)
  • Evaluate and modify benefits policies to establish competitive programmes and to ensure compliance with legal requirements
  • Analyze compensation policies and develop competitive compensation plan
  • Prepare in conjunction with other Managers, personnel forecasts to project employment needs
  • Prepare annual work plan and budget for the HRM&D Division
  • Negotiate collective bargaining agreements
  • Maintain a harmonious working environment through effective grievance handling and dispute resolution
  • Maintain records and compiles statistical reports concerning human relations related data
  • Represent organization at personnel-related hearings and investigations.
  • Manage the organization’s general, group and health insurance portfolios
  • Investigate industrial accident and prepares reports for insurance carrier
  • Prepare reports and any information required for the Standards Council and its sub-committees
  • Identify training needs and develop staff training programmes to facilitate organization meeting corporate goals
  • Oversee property maintenance and preventative programmes (electrical, plumbing, carpentry and grounds, etc.)
  • Manage the development, implementation of the Corporate & Operational Plans and Budget
  • Oversee the design, marketing and delivery of training interventions
  • Oversee the management of local and overseas training


Knowledge, Skills and Abilities required:

  • Comprehensive knowledge of Labour Laws
  • Working knowledge of government’s administrative system
  • Industrial relations principles and practices
  • Contemporary Human Capital Management approaches
  • Statistical and data analysis techniques
  • Sound knowledge of HR functions: staffing, employee development, performance management, compensation and benefits administration, job analysis, design and evaluation
  • Excellent human relations/interpersonal skills
  • Oral and written communication skills
  • Leadership and motivational skills
  • Negotiation and mediation skills
  • Ability to a lead a team successfully
  • Ability to meet stipulated deadlines
  • Use Microsoft Office Suite and other software as appropriate
  • Competence and knowledge of relevant HR software programmes


Minimum Qualifications and Experience:

  • Master’s Degree in Human Resource Management or equivalent
  • Talent management assessment capability
  • Computer literacy in Microsoft Office Suite
  • Project management would be an asset
  • 5-10 years’ experience in a senior management position in human resources in an unionized environment
  • 3-5 years’ experience in industrial relations
