Under the general direction of the Chief Medical Officer, the incumbent is responsible for providing leadership to the National Laboratory Services and for the overall coordination of its activities to ensure its efficiency and effectiveness in attaining the corporate goals and objectives. The Director, Laboratory Services shall provide direction, monitor, review and evaluate the achievements of the National Laboratory Services.



  1. Plan, direct and coordinate activities of the National Laboratory Services comprising the National Public Health Laboratory, the National Blood Transfusion Service and the Immunology Unit.
  2. Ensure the proper utilization and optimization of the financial, human and other resources of the National Laboratory Services to facilitate the effectiveness and efficiency of the organization
  3. Formulate policy recommendations for consideration by the Chief Medical Officer, communicate policy to staff and ensure their timely and satisfactory execution.
  4. Collaborate with senior directors in formulating and updating the strategic and corporate plans and operating budgets for the National Laboratory Services.
  5. Monitor and review divisional activities and results in order to ensure the attainment of goals and objectives and the implementation of timely corrective action.
  6. Facilitate, in collaboration with CAREC, the development and maintenance of appropriate laboratory information systems for effective surveillance practice.
  7. Supervise the development of financial polices and monitor the implementation and management of a financial programme to ensure viability of all operations.
  8. Develop and implement quality assurance programmes for laboratory services inclusive of monitoring mechanisms for the public sector.
  9. Advise the Permanent Secretary, through the Chief Medical Officer on the development of Laboratory Services islandwide, inclusive of the necessary legislation.
  10. Provide consulting and supervising support services to the Regional Health Authorities for laboratory services.
  11. Develop and implement emergency laboratory services, laboratory safety programmes and disaster preparedness programmes in laboratories.
  12. Collaborate with CAREC, as CAREC Associate Scientist to develop the services of the National Laboratory as a CAREC collaborating centre with referral capacity for the North Western Caribbean countries.
  13. Collaboration with the Director, Disease Prevention and Control, to facilitate the establishment and maintenance of effective linkages between the National Laboratory Services and the Epidemiology Research and Analysis Section of the Ministry of Health.
  14. Keep the Chief Medical Officer informed of factors, which significantly affect the operations of the National Laboratory Services.
  15. Prepare and Submit on a timely basis, the regular monthly, annual and special reports required from time to time by the Ministry of Health on the Laboratory Services.
  16. Maintain liaison with the Directors of the laboratory services at the University Hospital, Government Chemist, Environmental Control Division, Veterinary Division and other relevant agencies.
  17. Participate in the recruitment of senior managerial staff.
  18. Collaborate with the Director, Human Resource Management and Corporate Services to ensure the observance of standards, policies and procedures with respect to the human resource management of the laboratory services.
  19. Perform any other related duties, as directed by the Chief Medical Officer



Functional/Technical Competencies

  • Comprehensive knowledge of National Health policies  
  • Sound knowledge of management principles and practices including planning and budgeting  
  • Indepth knowledge of laboratory systems and procedures  
  • Broad knowledge of microbiology and public health  
  • Computer literacy and an appreciation of relevant computer applications



  • Medical Doctor with post graduate qualification in Pathology and /or Microbiology – or
  • PhD in Medical Microbiology, Chemistry, Biochemistry or other related laboratory science
  • Management Training – Plus
  • Minimum of five (5) years experience at the senior managerial level in a clinical or public health laboratory – or
  • Any equivalent combination of education and experience
