Under the direction of the Director General, the Director of Operations through strategic and transformational leadership, will drive the operational functions of the Commission to achieve operational excellence.

Responsible for executing on the strategic priorities of the organisation, the role plays an integral part in the development and implementation of a robust transformation strategy to enable the Commission to deliver on its mandate.



A strategic thinker with proven leadership skills the Director of Operations shall be responsible for the following internal functions:

  • Finance
  • Human Resource Management
  • Programme Management
  • Information Technology
  • Facilities
  • Communications
  • Knowledge Management



  1. Design and lead a transformation strategy to strengthen and modernise the organisations internal systems to enable efficient, effective delivery of its mandate; 
  2. Partner with the Director-General to provide long term organisational stewardship upholding the tenets of its unique mission and reputation;
  3. Collaborate and partner with the Director-General on the implementation of the provisions of the Revised Treaty of Basseterre;
  4. Act as a key member of the Commissions Leadership Team to guide and drive the organisation strategic priorities;
  5. Develop and maintain strategic partnerships and relationships to support the work of the Commission and the Member States;
  6. Provide effective and inspiring leadership to the Functional Heads of Units outlined above;
  7. Collaborate with the Director-General and Chief Financial Officer on ways of ensuring the continued viability of the Commission, through sound fiscal management;
  8. Apply results-based management approaches to effectively monitor and evaluate the use of the Commissions resources;
  9. Hire, lead, develop and retain a team of high-performing senior leaders with an emphasis on strengthening leadership and technical capability;
  10. Provide thought leadership to develop and drive the strategic plan for the OECS Commission;
  11. Perform other duties and responsibilities as may be assigned from time to time by the Director-General



The ideal candidate will be a dynamic individual with proven leadership skills at the highest level with the ability to function effectively in a multidisciplinary environment. 

The successful candidate should also meet the following criteria:

  • A master’s degree or equivalent professional qualification in management, finance, business management, accounting or related fields;
  • Additional specialized training in Quality Management and Strategic Planning and Performance measurement is required;
  • Knowledge and experience in change management would be an asset
  • At least ten (10) years’ experience at a senior management level in government, the private sector, a regional/international organisation or inter-governmental organisation, including the management of teams of multi-disciplinary professionals in dispersed locations; 
  • A sound understanding of the management and administration of programmes and projects and relations with bilateral and multilateral developmental (donor) partners; and
  • In-depth knowledge of the OECS region.

Job Location

The OECS Commission is headquartered in Saint Lucia. The position of Director of Operations is open to nationals of OECS member states and the position is placed at the Headquarters in Saint Lucia.



The position is on the permanent establishment subject to satisfactory annual reviews. Salary will be commensurate with qualifications and experience and exempt from income taxes. In addition to the basic salary, the post attracts other allowances. The incumbent will be eligible for membership in the Organisation’s non-contributory Group Health and Life Insurance Scheme, and the Group Pension Plan. Reasonable location expenses will be reimbursed where applicable.
