Job Description

JOB PURPOSE:

The incumbent is responsible for leading all policy and planning functions of the Unit as part of continued efforts to improve the provision of law enforcement/ security advices as dispensed by the MOCA, JDF and the JCF. He/she ensures that the Unit’s plans and policies are developed and executed to support the achievement of the Ministry’s strategic objectives.

 

The duties and responsibilities include but are not limited to the following:

KEY RESPONSIBILITIES:

  • Collaborates with the JCF, FID and the JDF in policy development
  • Develops and oversees the implementation of effective links with regional and international partners
  • Provides the Minister, the PS and CTD with advise on all policy issues
  • Prepares Ministerial statements, speeches and debates
  • Prepares Cabinet Committee Papers
  • Manages the Secretariat for the National Taskforce against Trafficking in Persons
  • Responds to parliamentary questions (oral and written)
  • Represents the Ministry as required as required at local, regional and international forums
  • Provides guidance and assistance to JCF and JDF
  • Creates an effective collaborative relationship with the security forces on policy development and implementation
  • Promotes a share understanding of issues relating to organized crime done though seminars and workshops
  • Ensures the management and continuous performance of staff in line with the Performance Management and Appraisal System
  • Provides leadership to team through strategic planning, delegation, coaching, mentoring and communication
  • Ensures staff adhere to the policies and procedures of the Ministry

 

Knowledge/ Competences:

  • Research and consultation methods
  • Understanding of issues covered by the policy unit
  • Government policy and planning processes
  • Understanding the issues important to law enforcement agencies locally including MOCA, JDF and JCF.
  • Excellent Communication skills
  • Excellent problem solving and decision making skills
  • Strong analytical thinking skills

 

MINIMUM QUALIFICATION & EXPERIENCE:

  • BSc. in Public Policy, Business or Public Management or related field
  • Three (3) years experience in senior position, particularly in Security environment
  • Three (3) years experience involvement in policy formulation or policy advisory role at a senior level

 

SPECIALIZED TRAINING:

  • Policy Development
  • Cabinet Submission
  • Crime Control, particularly Transnational Crime
