The incumbent directs the monitoring and evaluation of public investment projects, analyzes performance data, advises on budgetary adjustments, and ensures projects align with fiscal and developmental objectives.

 

JOB PURPOSE:

Under the general direction of the Senior Director, Public Investment Project Implementation Monitoring and Evaluation, the Director Public Investment Project Implementation Monitoring and Evaluation is required to

  • supervise and coordinate the collection, validation, analysis and reporting of data/information on the financial and physical performance of public investment projects under implementation in portfolio ministries and self-financed public bodies (the Specified Public Sector);
  • assisting in reinforcing the rules and regulations governing the Public Investment Management System;
  • ensuring that post implementation evaluation of major public investment projects is undertaken in a timely manner;
  • monitor actions taken by management to address serious problems or obstacles related to project scope, time and budget. 

 

KEY RESPONSIBILITIES:

  • Directs and plans activities required to undertake physical and financial monitoring of public investment projects; including project site visits, examining project documentation, meeting with project managers to enable the collection of data on inputs, activities, outputs and reports on their contribution to the development outcomes of social projects; 
  • Supports the Senior Director in enforcing the use of the Public Investment Management Information System (PIMIS) by the Specified Public Sector to facilitate the systematic collection, analysis and use of project information. 
  • Enables ongoing review and monitoring of PIPs during implementation and Ex-post evaluation to determine the impact and outcomes of these PIPs;
  • Oversee the work of the Analysts in identifying causes of problems/delays in annual project planning and implementation, that could contribute to time and cost overruns and their recommendation of pre-emptive or corrective actions. 
  • Conducts budget-linked assessments of public investment projects to inform the budget planning, preparation and management process including the establishment of realistic medium term expenditure ceiling for the social projects within the Public Sector Investment Programme (PSIP). 
  • Collaborates with the budget preparation Branch and the PSIP Coordination Unit in decision making regarding the rationalization and re- prioritization of the PSIP during the budget year. 
  • Based on performance information collected from the monitoring of public Investment projects, advise the Senior Director of the monthly financial cash flow and requirements required to support effective implementation 
  •  of the projects as well as budgetary adjustments required during the budget management phase. 
  • Supports the Senior Director and other M&E staff in the Branch in building and maintaining results-based M&E capacities in the Central Government; 
  • Leads the analysis and interpretation of data collected on public investment projects to determine whether the projects are on target to achieving their intended outputs, outcomes and impact and ensure that the resulting findings, advice and recommendations are available to stakeholders in a timely manner. 
  • Provides feedback, monitoring reports and presentations to relevant stakeholders, on the progress of project implementation including information to support and inform rationalization and re-prioritization during the budget year. 
  • Ensures that public investment project monitoring framework is based on the M&E framework provided in the Project Appraisal Document (PAD) that is prepared by the PIAB for each Public Investment Project and approved by the PIMC. 
  • Identifies and reports project outcomes and/or risks to the appropriate management channels and escalate issues, as necessary. 
  • Monitor the internal and external resource requirements of public investment projects to determine whether the projects are adhering to the approved scope, schedule, and budget. 
  • Oversees the conduct of basic project completion reviews on public investment projects that records whether projects were finished within the original (and amended) budget and time frame, and whether the outputs were delivered as specified; 
  • Oversees monitoring of the efforts of project managers in making corrective actions to findings and recommendations (weaknesses and or deficiencies) provided to improve project performance. 
  • Works collaboratively with Budget Planning, Preparation and Management to establish the quarterly cash flow requests for major PIP with a view to achieving efficient and effective resource allocation. 
  • Acts on advice of project managers with respect to their financial requirements so as to ensure the expeditious implementation and completion of projects, once validated. 
  • Advises the Budget Planning, Preparation and Management Branch of the projected medium term fiscal space requirements of ongoing public investment projects. 
  • Supports the Senior Director in in presenting monitoring reports to key stakeholders and at quarterly PSIP and Budget review meetings. 
  • Ensures that requests from the Specified Public Sector for changes to project scope, time and cost are assessed for impact on the budget and advise the Senior Director of recommendations to be provided to the Principal Director, Performance Monitoring and Evaluation. 
  • Advises the Senior Director, Public Investment Project Implementation Monitoring and Evaluation on the status of PIPs for updating of the PSIP and support the preparation of the PSIP Fiscal Policy Paper and other reporting requirements. 
  • Uses the PIMIS as a monitoring tool to perform earned value analysis, cost performance index, schedule performance index, inter alia, of PIPs under implementation. 
  • Ensures that technical support is given to project implementing entities during the budget planning and preparation process to support budgetary allocations based on the actual physical and financial performance of the projects and other constraints as revealed during project monitoring. 
  • Facilitates mid-term reviews and undertakes post-implementation evaluations to determine the extent to which social projects have achieved their desired outcome within time and budget. 
  • Leads the collaboration with the Specified Public Sector and other central agencies in the conduct of midterm and post-completion evaluation of projects to identify systemic, strategic, policy, legal etc., factors which has impacted on the performance of programs and projects. 
  • Reviews analytical findings by analysts, of actual performance against planned, actual expenditure against budget and communicate deviations and discrepancies along with recommended corrective measures to the Senior Director. 
  • Represents the Unit on various committees and at meetings, workshops and other activities, as required. 
  • Conducts evaluation/impact assessment studies of key projects to ensure achievement of development outcomes and consistency with national goals and objectives. 
  • Verifies the quality of monitoring and evaluation data produced and ensures the integrity of that data and its appropriate use. 
  • Liaises with and provides monitoring and evaluation information to M&E Agencies as required. 
  • Keeps abreast of industry practices and standards to ensure adherence to best practice and standards. 
  • Monitor staff compliance against Monitoring and Evaluation Standards and Procedures.

  • Provides leadership and guidance to the Analysts through effective planning, delegation, communication, training, mentoring and coaching.
  • Identifies skills gaps and advise Senior Director for inclusion in Training Needs plan. 
  • Monitors the performance of staff and ensures effective and objective staff performance management, through timely and accurate completion of the staff appraisal process, including periodic reviews. 

 

REQUIRED COMPETENCIES:

  • Strong environmental scanning, analysis and interpretive skills
  • Proficient in the use of computer applications including Microsoft suite and Project Software; 
  • Considerable knowledge of the Financial Administration and Audit (FAA) Act,
  • Executive Agencies Act and the Public Bodies Management Accountability Act and accompanying regulations. 
  • Strong knowledge and familiarity with the legislative, regulatory and governance framework of the Public Investment Management System;
  • Sound knowledge of GOJ policies procedures, rules and regulations Ability to identify capacity gaps and propose alternate recommendation; 
  • Excellent knowledge of the methods, principles, practices and tools of project implementation; 
  • Sound appreciation of risks identification and strategies 
  • Excellent critical reasoning, quantitative and qualitative analysis skills

MINIMUM REQUIRED QUALIFICATION AND EXPERIENCE:

  • Masters’ degree in Economics, Development Studies, Business Administration, Public Sector Management, Project Management or a related field.
  • Five (5) years’ experience in monitoring and evaluation (3 years being at a senior level) 

OR 

  • BSC in Economics, Development Studies, Business Administration, Public Sector Management, Project Management or a related field 
  • Seven (7) years’ experience in monitoring and evaluation (4 years being at a senior level)
