Job Description


Manages the research process for project conducted for MNS, its Departments and Agencies and ensures the development and implementation of research programmes which informs the direction of the Ministry in relation to policy planning and formulation and research agenda.


The duties and responsibilities include but are not limited to the following:



  • Provides advice to the Minister though the Chief Technical Director on matters relating to crime and national security
  • Guides the process of formulating  the research agenda of the unit
  • Ensures the effective integration of the research and evaluation, policy-making, and planning across the Ministry
  • Prepares research papers, evaluation reports, policy papers and cabinet submissions
  • Prepares briefs and position papers for the Minister, Permanent Secretary and Departments/Branches and policy
  • Contributes to the formulation of policies on security and on criminal and civil justice in consultation with the permanent Secretary, Departments/Branches and policy director
  • Ensures that the work of external consultancies are monitored and that the MNS receives value for money
  • Provides advice on the formulation of the ministry’s annual integrated corporate plan and programmes
  • Conducts periodic strategic analyses of the Jamaican situation
  • Monitors the implementation of the corporate plan in consultation with all directors
  • Provides support Policy Director: Crime unit on the performances review of JCF
  • Represents the unit at the head of Department Board Meetings, other polices and corporate planning meetings in order in order to ensure that the work of the unit is integrated with that of the policy and planning department of the MNS
  • Assists with the development of an integrated National Crime Prevention Plan



  • Identifies research priorities, as part of the strategic vision of the Ministry
  • Creates an effective team within the unit to achieve the unit’s objectives and targets
  • Provides day to day leadership and direction in the development and continual performance improvement of the unit and oversees and manages the Unit’s activities and operations
  • Ensures that all required processes, systems and controls are in place within the unit to enable achievement of its objectives effectively and efficiently
  • Develops and oversees the implementation of effective links with the ministry departments, agencies, others ministries and other stakeholders as appropriate consulting them on the matters relating to the unit
  • Ensures that appropriate communication and knowledge management systems are in place within the unit and with other internal or external departments to facilitate the sharing of relevant information in an accurate and timely manner
  • Ensures that the manpower needs of the unit are met through appointments, promotions and staff development and training
  • Ensures the timely delivery of the Unit’s responsibility to the Ministry’s annual Corporate Planning and budgeting process and are consistent with policies and financial targets
  • Contributes to the Communications processes of the Ministry



Manages the budget of the Unit to ensure the effective and efficient use of the resources

  • Knowledge and understanding of:
    • Research and consultation methods
    • Issues covered by the policy unit
    • Government policy and planning processes



  • Masters degree in Criminology, Sociology, Social Policy, Economics or related social science discipline
  • At least three years experience as a researcher at a senior level
  • At least three years experience in senior line management or project management
  • Experience in designing and conducting quantitative and qualitative research, and, conducting evaluation
