Job Summary

Chemonics seeks either a finance manager or director for USAID's Global Health Supply Chain - Procurement and Supply Management Project (GHSC-PSM) in Haiti.

Job Description

The finance manager or director (level to be determined based on a combination of education and experience) is responsible for assisting the country director and the director of operations with the development and implementation of financial management systems as well as finance policies and procedures. The finance manager or director will work with the director of operations to oversee all financial management systems for quality control and to ensure that project expenses comply with U.S. government regulations and corporate field accounting policies.  Responsibilities include:
  • Oversee, in collaboration with the director of operations, the financial management, analysis, compliance, and reporting of GHSC-PSM in Haiti
  • Establish, strengthen, and consolidate field office systems to manage the day-to-day finance operations, including accounting, petty cash management, bank reconciliations, and country-level financial reporting
  • Develop reasonable annual operations and commodity budgets as well as ongoing forecasts for USAID and project clients, based on historical data, technical staff input, and current market conditions
  • Produce financial analyses, headquarters financial reports, field-office financial reports for project leadership and USAID, and annual expenditure analysis reports for the U.S. President's Emergency Plan for AIDS Relief funds
  • Manage field-office monthly burn rate, accruals and pipeline analysis, and project cash flow
  • Monitor cost allocation methodology and transactions to ensure accuracy and compliance
  • Perform other project-related duties as assigned by supervisor



  • Bachelor's degree in finance, business administration, or other related field (manager) or master's degree in finance, business administration, or other related field required (director)
  • Minimum three years of experience working on USAID contracts, including strong skills in compliance and financial management (manager) or minimum five years of experience working on USAID contracts, including strong skills in compliance and financial management (director)
  • Familiarity with complex attribute tracking, fund accounting, and reporting requirements required 
  • Experience with activity-based budgeting or costing preferred 
  • Previous field experience desired (including long-term overseas positions or extended short-term engagements)
  • Knowledge of Haiti's operating environment preferred, including labor laws and taxes
  • Demonstrated ability to manage financial and accounting systems on complex USAID public health programs in a developing country; familiarity with Chemonics' systems and processes preferred 
  • Experience supervising local and international staff and working with cooperating partners in implementing complex programs
  • Strong interpersonal, written, and oral communication skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required; fluency in French and Haitian Creole preferred
