Job Description

SUMMARY

Under the general management of the Medical Officer (Health) for the Health Services and the technical direction of the Regional Health Education and Promotion Officer, the Health Education and Promotion Officer is responsible for organizing, co-ordinating, planning, implementing and evaluating Health Education and Promotion Programmes in the parish:-

  • Providing consultation to Health Workers, other Government Agencies, Non-government Agencies, Private Sector, Community Leaders, Faith-Based Organizations
  • Mobilizing community to take responsibility for their health
  • Supervising the Health Education and Promotion Officers and Health Promotion Aides (HPAs) assigned to the Health Promotion Unit
  • Planning and co-ordinating conferences, seminars and workshops
  • Conducting research to guide programme needs and identifying strategies for intervention in partnership with communities.
  • Development of health promotion activities in response to public health emergencies, special programmes and disasters.
  • Representing Health Department at conferences, seminars, workshops and meetings locally, regional and internationally
  • Making recommendations to the Medical Officer (Health) and other members of the health team on the delivery of health promotion strategies for programmes

 

DESCRIPTION OF DUTIES

SUPERVISION

  • Supervise Health Education and Promotion Officer, Health PromotiOn Aides and volunteers assigned to the Health Education and Promotion Unit
  • Monitor Health Education and Promotion programmes and activities in the Health Services, and with other stakeholders

 

TRAINING

  • Identify training needs in relation to the groups identified in the items below:
  • Plan, implement, co-ordinate and evaluate training programmes for:

i.        Health Staff

ii.       Other Government Agencies

iii.     Non-government Agencies

iv.      Private Sector

v.       Community Leaders

vi.         Faith-Based Organizations

vii.       Trainer of trainers who will help to disseminate health messages through planned programmes

  • Facilitate the orientation of Student Nurses, Midwives, Community Health Aides, and other health workers
  • Facilitate the field experience of students from tertiary, vocational and other institutions

 

RESEARCH AND PROGRAMME DEVELOPMENT

  • Design and conduct surveys to determine health education needs and identify factors which impact healthy behaviours
  • Collate and analyse findings of surveys, community profiles and community needs assessment
  • Design appropriate Health Education Programmes to address needs and make recommendations regarding findings to Medical Officer (Health), Regional Health Education and Promotion Officer, health staff and other stakeholders
  • Utilize various qualitative and quantitative methods to guide implementation and evaluation programmes critically
  • Utilize epidemiological data to design surveys and programmes
  • Design community programmes and plan strategic interventions in collaboration with other stakeholders

 

CONSULTATION

  • Provide consultation to health and other disciplines at varying levels including international agencies
  • Consult with personnel of other agencies and ministries to identify areas for health promotion/ education input and facilitates implementation of intervention programmes.

 

ADVOCACY

  • Develop partnership with other agencies (local and international) and community groups and advocate for programmes to address needs, rights, and responsibilities
  • Promote priority programmes of the Ministry of Health and Health Services with Health Staff and community
  • Cultivate and maintain relationships with external stakeholders and partners
  • Advocate for policies to support programmes and influence health outcomes

 

ADMINISTRATION

  • Manage and administer the Health Education and Promotion Unit and programmes of the Parish Health Department
  • Maintain inventory of:
    • Health education and promotion equipment
    • Stock of visuals of information, education and communication (IEC) material for distribution to other health workers and the general public
  • Collect and collate proposals, workplans and reports
  • Facilitate capacity building and motivation of supervisees
  • Convene regular monthly and other meetings as deemed appropriate
  • Prepare programme budget, travelling and other claims and submit to Medical Officer (Health)
  • Preparation of monthly, quarterly, annual and special reports as required.
  • Certify travelling and other claims of supervisees

 

EDUCATION/QUALIFICATION

  • A Bachelors Degree from a recognized tertiary institution offering preparation in health promotion and education,education or social / behavioural sciences
  • Any equivalent combination of education and experience

 

KNOWLEDGE AND EXPERIENCE

  • At least four (4) years experience in one of the above mentioned fields. Training and or experience at the supervisory level.

The work requires:-

  • A thorough knowledge of the practice, principles, approaches of health promotion and health education
  • Ability to organize and coordinate training and other health promotion and education programmes
  • Knowledge of proposal writing techniques and budgeting
  • Thorough knowledge of qualitative and quantitative research methods
  • A sound knowledge of the behavioural sciences
  • The application of social marketing techniques in the development of health education materials and implementation of intervention strategies for various target audiences
  • Hands on experience of computer applications especially Microsoft Word, PowerPoint and excel
  • Good oral and written communication skills
  • Proactive work attitude, good interpersonal relations and problem solving skills

 

CONTINUING EDUCATION

  • In-service training
  • Study of a variety of periodicals, research work and articles to understand the principles and trends.
  • Any relevant courses offered at the recognized territory institutions to further aid the development of health education and promotion.
