The purpose of the position is to effectively develop and coordinate the human resources functions of the Agency

 

The Telecommunications Agency is a body corporate established under the Telecommunications Act 2016. The Agency’s focus is regulating and facilitating the development of a modern, efficient and high performing telecommunications sector. The Agency’s functions are inter alia, to advise the Minister of Telecommunications on sector policy, receive and review applications for licenses, exemptions and frequency authorizations and to monitor performance and ensure compliance of the terms and conditions associated with same

 

Principal Responsibilities 

The Job Holder is primarily responsible for the following:

Leadership and Direction

  • Monitoring emerging and long-term trends and needs in the area of human resource development and planning and organizational development.
  • Contributing to the development of proposals aimed at ensuring that the Agency has human resource capabilities that enable it to respond in an appropriate manner with particular focus on performance management and succession planning
  • Mentoring and coaching subordinate staff to contribute to their personal and professional development and to enhance performance

 

Technical

Personnel Functions

  • Preparing or updating employment records related to hiring, transferring, promoting, and terminating
  • Explaining human resources policies, procedures, laws, and standards to new and existing employees
  • Ensuring new hire paperwork is completed and processed
  • Informing job applicants of job duties, responsibilities, benefits, schedules, working conditions, promotion opportunities, etc.
  • Addressing any employment relations issues, such as work complaints and harassment allegations
  • Processing all personnel action forms and ensuring proper approval
  • Coordinating the hiring process, which includes coordinating job posts, reviewing resumes, and performing reference checks

 

Workforce Planning and Employment

  • Ensure that investment in human resources is aligned with the Strategic Plan and the statutory requirements of the Agency
  • Implementing the organization’s recruiting strategy
  • Participating in applicant interviews
  • Administering pre-employment tests
  • Assisting with completing background investigations
  • Processing transfers, promotions, and terminations

 

HR Development

  • Co-ordinating and conducting training sessions
  • Administering on-the-job training programs
  • Evaluating the effectiveness of training programs
  • Maintaining records of employee participation in all training and development programs

 

Total Rewards

  • Analyzing job duties
  • Writing job descriptions in consultation with unit managers
  • Performing job evaluations and job analyses
  • Conducting and analyzing compensation surveys

 

Employee and Labor Relations

  • Interpreting union contracts
  • Helping to negotiate collective bargaining agreements
  • Resolving grievances and/or assisting in grievance procedures
  • Advising supervisors on union contract interpretation

 

Risk Management 

  • Developing and administering health and safety programs
  • Conducting safety inspections
  • Maintaining accident records
  • Preparing reports for various statutory authorities are required.

 

Financial Management

  • Developing and submitting capital and operational estimates for inclusion in the Annual Budget of the Agency for approval by the Director and the Board
  • Managing expenditure in accordance with delegated authority and within limits authorized by the Board of Directors
  • Ensuring that supporting records and documentation for financial transactions are generated and stored in accordance with the Agency’s Record Management Policies, Standards and Systems.
  • Ensuring that financial transactions conform with the Financial Regulations of the Agency, the Financial Management and Accountability Act and the Audit Act
  • Reporting and Controls
    • Ensures timely preparation of operational reports as required by the Director, Board, funding agencies and statutory bodies and reviews same for accuracy
    • Development of appropriate Human Resources Policies and Procedures for the approval of the Board and maintenance of the HR Manual

 

Advocacy and Representation

  • Building and maintaining mutually beneficial relationships with key stakeholders
  • Representing the Agency at regional and international meetings as required

Qualifications and experience

  • A master’s degree in Human Resources Management, Business Administration or Public Administration (or equivalent) and at least five (5) years of progressively senior experience in one or more of the above fields as evidenced by increasing responsibility for staff, budgets and policy development

OR

  • A Bachelor’s degree in Human Resources Management, Business Administration or Public Administration (or equivalent) and least seven (7) years of progressively senior experience in one or more of the above fields as evidenced by increasing responsibility for staff, budgets and policy development. 

 

Supervision

The incumbent supervises the Accounts Officer (Human Resources)

The job holder has the authority to:

  • Supervise staff within the guidelines of the Employment Manual
  • Formulate and propose operational systems
  • Approve expenditure within authorized budgets

Working conditions

  • The job is performed in a modern office environment
  • Moderate local travel to is required sometimes to destinations with access restrictions
  • Occasional overseas travel may be required 

 

Job Performance Criteria

  • Performance Management systems are in place and are regularly updated for relevance
  • Hiring into all positions is completed on schedule
  • Termination procedures including exit interviews, return of assets and completion of statutory requirements are adhered to
  • Orientation and Induction procedures/processes are done for all new hires
