Applications are invited from suitably qualified candidates to fill the post of Human Resources Manager (GMG/SEG 2).
 
Duties and Responsibilities:
  1. Consult with the Director, HRM/IR, SERHA, on policy guidelines on HRM objectives and administer the procedures for their execution. The areas involved:
    • Productivity measures
    • Manpower planning
    • The administration of disciplinary matters including the investigation of reported incidents
    • The administration of grievance procedure including the investigation of reported incidents and the recommendation of appropriate action to resolve the grievance
    • Acting on the recruitment and selection of employees effecting the required orientation programs and exposures
    • Safety requirements and staff welfare programs
  2. Timely and accurate inputs to HRMIS based on information flow processes which ensure updates of the database.
    • Maintenance of personnel records on each employee
    • Maintenance of vacation leaves records
    • Maintenance of skills inventories, aptitude and education information
  3. Monitor performance appraisal systems to ensure appraisals are carried out and development plan instituted for each member of staff.
  4. In conjunction with the Personnel Manager,SERHA, monitors indicators of the organizational climate and of management /staff relations and initiate or propose steps, as appropriate, to maintain or restore harmonious relations and a positive climate.
  5. Participate in the development of the annual plan and budget for the KPH/VJH/SJGRC as it relates to personnel management practices.
  6. Coordinates and overseas the implementation of designated programs related to staff welfare issues , for example, canteen,welfare,sports and community involvement, job evaluation,etc
  7. Participates in recruitment functions for the KPH/VJH/SJGRC, ensuring job descriptions and procedures required to facilitate appointments are in place.
  8. Supervise the timely and accurate processing of study, vacation and pre-retirement leave applications originating within the Institutions, ensuring that adequate manpower planning have been instituted.
  9. Supervise the timely and accurate submission for acting assignments
  10. Ensure the timely and accurate approvals for resumption/continuation of acting, study increment, special sick/no pay leave under 90 days etc.
  11. To ensure that the Hospitals are equipped with efficient and effective Registry services.
  12. To establish and maintain orientation and inservice training programmes for administrative and management staff whilst ensuring that Inservice training programmes continue for technical staff.
  13. Supervise the timely advice to the Accounts Section regarding all changes affecting personnel salaries.
  14. Ensure that the Day Care Centre conforms to the Policies governing Children’s services.
  15. Arrange general Staff Meetings; attend meeting internally and externally.
  16. Perform any other assignments that may be required by the CEO.

 

Special conditions associated with the job:

  • Required to work beyond normal working hours and at irregular hours as necessary during collective bargaining, industrial disputes or to meet critical time deadlines.

 

Required Competencies (Core and technical to be specified):

  • Strong interpersonal and negotiating skills: inclusive of counseling grievance handling, interviewing and coaching
  • Strong oral and written communication skills; inclusive of face to face, telephone, public speaking and report writing.
  • Sound skills in analysis, problem solving, conflict resolution and decision making
  • P.C Operating skills (HRMIS and spreadsheet applications).

 

Qualifications and Experience

  • First degree in Management, Public Administration or equivalent
  • Specialized training in personnel management

 

PLUS

  • A minimum of three (3) years experience in a personnel unit.
