The Trade Facilitation Officer (TFO) who will be part of the TFT will provide trade-related technical support to 30 selected firms that are ready to export in the OECS and the French Markets.


Martinique became an associate member of the Organisation of Eastern Caribbean States (OECS) in April 2016. This integration has opened business opportunities to local firms attempting to extend their businesses beyond local borders.

In order to facilitate business cooperation, local specificities (taxes, local practices and cultural, restrictions, marketing, branding) have to be identified and communicated. Firms generally express the need to be assisted and informed of these issues.  

Despite all that, The Martinique Chamber of Commerce and Industry continue to observe a strong will from local companies to expand their activities in the region.

Cooperation is the key to respond to the export challenges and make the process easier.

Based on this observation, the implementation of a dedicated facilitation team of experts has been integrated into the TEECA program as a means of countering the lack of knowledge of local systems (particularly the French one).

Selected firms will benefit from the expertise of the Trade Facilitation Team (TFT) in terms of market knowledge, business development and local implementation. The TFT will take on the role of a local facilitator to support firms in gaining a better understanding of the target markets (business-oriented institutions, distribution methods, local network, language, culture, potential stakeholders, consumption habits, market data).


Functions of the Trade Facilitation Team

  • The TFO will work with the OECS, CCI Martinique and Caribbean Export Development Agency through information sharing, coordinating and advising selected teams on the following activities:
  • Market Intelligence – gather, analyze and make available to the companies informationrelevant to the desired markets to facilitate decision-making and strategy determination in market opportunity, market penetration strategy, and market development.
  • Trade Promotion activities – identify and organize trade shows, business to business meeting, seminars, workshops, meetings with potential partners and other marketing and promotional events.
  • In-Market Support Services- organize missions or visits, advice on the adaptation of products and labels to meet markets requirements.
  • Local business norms and practices - orient SMEs on local market procedures and processes that relates to the day to day interactions.
  • Customs procedures: advise firms on contracting and contracts, required documents to facilitate market entry and transportation logistics to the various markets.



  • Meet and provide assistance to entrepreneurs 
  • Perform export diagnosis/auditing for businesses (level of preparedness)
  • Inform entrepreneurs on the regulation of export trade and all aspects related to export in the OECS area
  • Propose and implement actions – targeted by sector – with the aim of boosting the export approach over the given period
  • Promote financial support for exports
  • Implement monitoring and communication tools with entrepreneurs
  • Ensure interface with the TEECA Project Team (CCIM - OECS - CEDA)
  • Promote and sell office services and tools to non-TEECA businesses
  • Contribute to the achievement of the objectives of the TEECA program (satisfaction of beneficiary companies and number of non-beneficiary companies affected)
  • Update TEECA information platform data for beneficiaries (Studies, tariff data by product and territory)



 The candidate must have the following skills/qualifications:

  • Bachelor’s degree in Business, Finance or Marketing.
  • At least 2 years of professional experiences in strategic and financial implementation of business activities.
  • Knowledge of the Creative Industry, ICT and Agro-processing Sectors would be an advantage.
  • Strong ability to communicate verbally and in writing in both English and French.
  • Good knowledge of the Caribbean region.
  • Ability to create and animate a local network.
  • Good oral, communication, organizational, analytical, problem-solving and interpersonal and leadership skills.
  • Good computer skills, knowledge of PowerPoint and MS Word

This role will be based on the French island of Martinique. The position is on fixed-term establishment subject to satisfactory annual reviews. Salary will be commensurate with qualifications and experience and exempt from income taxes.   In addition to the basic salary, the post attracts other allowances. The incumbent will be eligible for membership in the Organisation’s non-contributory Group Health and Life Insurance Scheme.  Reasonable location expenses will be reimbursed where applicable.
