The FSA invites applications from suitable applicants to fill the position of Manager, International Financial Services.

 

The Financial Services Authority (‘FSA’) is a governmental statutory body established pursuant to the Financial Services Authority Act, Act. No. 33 of 2011, as a single regulatory body to regulate the international financial services and the non-bank financial services sectors in St. Vincent and the Grenadines.

 

Duties and Responsibilities

The main responsibilities of the position are to:

  • Supervise international financial services (IFS) entities in accordance with the Financial Services Act, all relevant enactments including AML/CFT legislation, and international best practices.
  • Supervise the administration of all IFS laws and legislation identified by the Financial Services Authority Act.
  • Plan and direct offsite and on-site examinations, ensuring their execution and timely completion. Continuously ensure that IFS financial entities are monitored/supervised and recommend and implement actions after approval by Executive Management.
  • Report to the Executive Management on developments in the industry, and in particular, on matters requiring the policy direction of the FSA’s Board of Directors.
  • Review all applications for registrations/licensing of entities and individuals to ensure that they comply with the requirements of the governing legislation and the FSA’s internal requirements.
  • Review quarterly analysis, annual reports, annual Audited Financial Statements and all financial data submitted by the Examiners on financial entities.
  • Prepare annual workplan, quarterly workplan update for the IFS Department
  • Ensure that plans operate effectively and meet performance quality and customer care targets as well as complying with industry standards.
  • Perform such other duties consistent with the position as may be assigned by the Executive Director and/or the Deputy Executive Director from time to time.

 

Qualifications and Desirable Attributes

  • A Master’s Degree in Business Management, Finance, Accounting, Economics, or a related discipline, with a minimum of four (4) years of experience at a managerial level in a similar environment; or
  • A Bachelor’s Degree in related field with at least six (6) years of experience.
  • Professional certification (CPA or ACCA), or a relevant Master’s Degree, will be considered an asset.

  • Risk Management Expertise: A good understanding of enterprise risk management.
  • Technological Literacy: Familiarity with fintech, digital assets, blockchain, and RegTech solutions.
  • Change   Management & Process Improvement: Capacity to lead Departmental transformation, streamline supervisory processes, and improve efficiency.

Compensation Package

  • Salary will be commensurate with qualifications and experience.
