About this position:

Belize is an attractive destination for migrants from the region due to a stable economic situation, higher living standards, and job availability. Most migrants who have settled in came from neighboring countries (primarily from El Salvador, Guatemala, and Honduras), with increasing numbers from Haiti, China, and Africa .As Belize continues to receive and host a large number of migrants and refugees from Latin America and the Caribbean, the IDB has supported Belize in its efforts to address ongoing migration challenges by preparing technical cooperations and integrating non-reimbursable resources from its Grant Facility (GRF) in different investment operations. In this context, the Migration Unit (SCL/MIG) is seeking a consultant to become part of the operations team and support the preparation, supervision, and execution of projects in Belize. Currently, the Migration Unit has active operations in different sectors such as water & sanitation, livelihoods in agriculture, education, and digital transformation.

Additionally, the team is currently working on the design of two operations in urban development and healthcare. As a consultant in the operations team, you will support the execution of all migration-related projects the Migration Unit is supporting. You will work in the Migration Unit (MIG) part of the Social Sector (SCL). The team's mission is to support migrants and host communities in countries of destination, as well as returned migrants to their countries of origin through lending operations; regional, sub-regional, and national dialogues; regional cooperation to generate public goods; capacity building and training; and applied research.


What you’ll do:

  • Identify, compile, and organize information as input for the preparation and execution of loan operations, non-reimbursable investments, and technical cooperation projects.
  • Support and provide inputs for preparation, supervision, and closure of development projects, with particular emphasis on multi-year planning, risk identification, and monitoring of established indicators in the results matrix and processing them in different reporting systems.
  • Assist in the review of procurement processes, analyzing and processing disbursement requests, and determining their relevance and eligibility of expenses.
  • Assist in the preparation of specific annexes, infographics, desktop analysis, literature review, and project documents that facilitate the integration of the Migration Unit's perspective into projects addressing barriers faced by the migrant population in Belize.
  • Provide technical guidance and support to implementing teams, addressing technical queries and facilitating problem-solving as necessary.
  • Liaise with government agencies, international agencies, non-governmental organizations, community groups, and other relevant stakeholders involved in migration issues in Belize.
  • Support IDB’s Country Office in Belize in preparing presentations, talking points, minutes for meetings and accompany the Representative to relevant meetings and events related to the mission of the Unit, as needed.
  • Organize and facilitate meetings, workshops, and consultations to promote collaboration, share best practices, and address emerging issues related to the migration portfolio of SCL/MIG. 
  • Foster partnerships and synergies among stakeholders to maximize the impact and sustainability of project interventions.
  • Participate in virtual or face-to-face meetings and field visits in Belize, as well as other countries, when necessary and relevant to the Unit's activities in Belize.


What you'll need:

  • Education: Master’s degree in economics, international development, international relations, economic development, or fields relevant to the responsibilities of the role. 
  • Experience: At least 5 years of progressive experience in public policy, international development, and project management in the public sector. Experience and knowledge in migration issues is preferable.
  • Languages: Proficiency in English.

  • Citizenship: You are either a citizen of Belize or a citizen of one of our 48-member countries with residency or legal permit to work in Belize
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
