The motor vehicle title officer receives, verifies, and processes title applications, checks supporting documents against databases like ASYCUDA and RAIS, and updates logs to ensure accurate vehicle registration records.

 

JOB PURPOSE

To account for all Motor Vehicle Certificate of Title applications received with the supporting documents using NMVR Log; check the authenticity, accuracy of same applications and also to verify the information keyed into the Automated Motor Vehicle System (AMVS) against same applications and supporting systems (RAIS, ASYCUDA, and National Security Interest in Personal Property NSIPP registry); protect and treat with integrity/confidentiality all high valued documents; and taxpayer information in accordance with the relevant Laws, Regulations and Guidelines as well as to respond to general queries from all collectorates. 

 

KEY OUTPUTS

  • Motor vehicle title application received and accounted for; 
  • Application Batch Advice checked, tallied and logged; 
  • Applications and supporting documents examined; 
  • Information in AMVS and relevant systems verified; 
  • Applications for Motor Vehicle Certificate of Title processed and modifications executed; 
  • High valued stock (Blank Motor Vehicle Certificate of Titles) checked and tallied; 
  • Queries responded to and Technical advice provided; 
  • Requisite Log books and application logs maintained; 
  • Reports prepared and submitted. 

 

KEY RESPONSIBILITY AREAS

Technical and Professional Duties 

  • Receives, signs and date stamps; duly accounting for batches of applications and Advice listings collected for corporate and rural collectorates; 
  • Checks application in batches with the Advice List to ensure all the listed applications are accounted for; 
  • Sorts rural batches and creates folder files for respective period / week ending for each rural collectorate;
  • Sorts all batches received and places the applications in various categories (New/Transfer, Modifications, Notice of Lien, Substitute/Emergency, etc.); 
  • Examines each application received for authenticity and accuracy, and ensures that the correct supporting documents are attached; 
  • Updates the NMVR Log with the Advice Number, Date of Advice, type and amount of transactions; 
  • Logs the special categories of motor vehicle certificate of title applications (Substitute, Notice of Lien and Modifications) in the respective log books for further processing; 
  • Checks for applications recorded on the Advice and makes a note of any missing documents 
  • Checks and modifies motor vehicle certificate of titles pertaining to chassis number and year of manufacture; 
  • Examines and process notice of liens and substitute motor vehicle title applications for printing; 
  • Updates the Log Book with the Advice number, date of Advice, type and amount of transactions; 
  • Receives batch (es) from Senior Motor Vehicle Title Officer for verification and updates log book; 
  • Accesses information for each application on the AMVS Verification menu by use of the Motor Vehicle Identification number (MVID); 
  • Access and check the ASYCUDA (Introduction to Automatic System for Customs Data) system to verify and update motor vehicle details with respect to new motor vehicle transactions; 
  • Checks the RAIS Springboard to verify partial transfers and verification of applicants information; 
  • Checks each document for authenticity and completeness and amends information on AMVS if there are differences with the supporting documents; 
  • Examines and verifies information on the five screens of the menu with the various supporting documents such as Certificates of Fitness and Registration, Insurance, Notice of Lien, C78 Form and proof of purchase where applicable as well as the driver’s License; 
  • Arranges the return of incomplete applications and place in designated folder; 
  • Tallies and notes amount of applications received in batch from the Tax Office as well as the amounts processed and returned;
  • Submits all motor vehicle title applications processed to the Senior Motor Vehicle Title Officer; 
  • Signs and updates Log Book accordingly; 
  • Updates failed motor vehicle transaction; 
  • Performs other routine updates whilst assisting with general queries from all collectorates; 
  • Checks, signs on packages of blank motor vehicle certificates of titles received from Main Stores monthly to be placed in the custody of the Manager thereby assisting in accounting for these high value items; 
  • Provides accurate information and technical advice to RSCs and collectorates in response to queries/requests as relevant; 
  • Prepares reports for submission to the Senior Motor Vehicle Title Officer; 
  • Supports the identification and management of the risks within the organization and by extension the respective area of work; 
  • Performs any other related duties assigned by the Senior Motor Vehicle Officer. 

 

PERFORMANCE STANDARDS

This job is satisfactorily performed when: 

  • All applications and supporting documents are thoroughly checked for validity, accuracy and authenticity within stipulated time; 
  • The information in the AMVS is carefully verified against all relevant documents submitted with standards and guidelines; 
  • Applications for Motor Vehicle Certificate of Title are processed and modifications executed in accordance with the stipulated guidelines; 
  • The Batch Advice is carefully checked and logged to ensure receipt of all applications are noted; 
  • Accurate, comprehensive reports are prepared in the required format and submitted within the stipulated time frame; 
  • Applications for Notice of Lien and Substitute motor vehicle certificate of titles are processed within standard time; 

AUTHORITY TO:

  • Recommend amendments to procedures;
  • Return applications for completion; 
  • Decline processing of motor vehicle certificate of title applications due to fraudulent supporting documents; 
  • Modify motor vehicle certificate of title; 

 

REQUIRED COMPETENCIES

Specific Knowledge 

  • Excellent knowledge of motor vehicle laws, regulations, polices and guidelines; 
  • Good Knowledge of Tax Administration Jamaica operations, functions and Code of Conduct; 
  • Good knowledge of computer systems and excellent knowledge of the Motor vehicle applications;

Qualification and Experience 

  • Associate Degree in Management or the equivalent qualification;
  • Two (2) years work related experience.
