The role of the incumbent is to provide operational and technical support to the ACP- Trade project implementation team in developing and implementing work plans, management of project resources and supervision of budgets and expenditures.



The ACP-Trade Comm project entitled " Consolidating the OECS Economic Union through Sustainable Trade Capacity Building" will strengthen trade policy capacity, inclusive of trade and economic analyses, negotiating capacity (information, process and personnel), and strengthen institutional processes within the OECS Trade Policy architecture from, the national stakeholder to political level (OECS Ministerial Council and the OECS Authority). This systematic strengthening incorporates the private sector simultaneously focusing on enhancing their trade policy capabilities, better equipping them to comprehend, participate in and take advantage of opportunities arising from OECS trade engagements and realignments, including those opportunities from trade arrangements.


The specific objectives are:

To develop a cadre of qualified trade and economic policy professionals and experts from each member state which is central to the consolidation of the Economic Union single space and which will play an integral role in national consensus building and implementation and institutionalization of a new OECS Economic Union acquis at the Commission level.
To strengthen the technical, organizational and coordination capacity of the OECS Commission to assess, evaluate and advance trade and development priorities at the regional, bi-lateral, pluri-lateral and multi-lateral levels.



Under the operational and direct supervision of the ACP Trade Comm Project Manager, as well as the general guidance of the Head of the Economic Development and Trade Policy Unit, the Programme Assistant will support the ACP- Trade Comm project implementation  by undertaking the following tasks:

 Administrative Support

  • Coordinate travel and accommodation for the project team;
  • Coordinate administrative and logistical arrangements for meetings/conferences/workshops;
  • Provide rapporteur services as required;
  • Maintain relevant information databases for facilitating and supporting the work of the project’s technical and Management personnel;
  • Maintain effective liaison with stakeholders as well as officials within the region and international agencies, as may be required;
  • Liaise with all counterparts and stakeholders in OECS Member States, and others as required to foster strong relationships that will facilitate effective implementation of all aspects of the project;
  • Collaborate with the OECS Communication Unit to identify communication opportunities and strategies to raise awareness among stakeholders on the work being undertaken.


Technical Support

  • Provide Support to the Technical and professional project personnel;
  • Provide support in the conduct of research and production of documents for the advancement of the ACO Trade-Comm project;  
  • Assist with the development and implementation of project implementation plans and budgets; 
  • Facilitate data and information management to guide decision-making, appropriate interventions, the formation of strategic partnerships and development of plans; 
  • Assist with development and maintenance of requisite capacity in the OECS Commission and Member States, including the identification and mobilization of resources, and strategic partnerships;
  • Perform any other related duties as may be assigned.


Monitoring and Evaluation

  • Provide support in project monitoring and preparation of reports as required;
  • Provide support to the work programme reporting disciplines of the Commission (PMO and PMU). 



  • Knowledge of frameworks, agreements, institutional architecture and conference typology in the trade policy arena in the OECS Member States, the wider Caribbean, and beyond;
  • Practical knowledge and work experience in policy, programme/project coordination at both the national and regional levels;
  • Strong capacity for research and in use of data to support policy and decision-making;
  • Demonstrates the ability to think creatively to assist in special event planning and marketing;
  • Undergraduate Degree in Project Management, Business Administration or another relevant field;
  • Proficient in the use of Microsoft programs such as Word, Excel, and PowerPoint;
  • At least 3 years of experience in a similar role;
  • Demonstrates excellent interpersonal skills;
  • Demonstrates knowledge of proper compositional practices to aid in writing and proofreading;
  • Capable of multitasking efficiently.

The position is on fixed-term establishment subject to satisfactory annual reviews. Salary will be commensurate with qualifications and experience and exempt from income taxes.   In addition to the basic salary, the post attracts other allowances. The incumbent will be eligible for membership in the Organisation’s non-contributory Group Health and Life Insurance Scheme.  Reasonable location expenses will be reimbursed where applicable.
