Job Description

ROLES AND CORE FUNCTIONS OF JOB:

The incumbent must provide overall coordination and integration of Human Resource and Industrial Relations activities for the Health Department in keeping with the Guidelines and Regulations of the Grievance Procedures, Disciplinary Code, Public Service Regulations and Staff Orders

 

Qualification and Experience:

MINIMUM REQUIRED QUALIFICATIONS

  • First Degree in Management, Public Administration or Equivalent
  • Specialized Training in Human Resource

PLUS

  • A Minimum of 2 years experience in Personnel and Human Resource Management

 

REQUIRED COMPETENCES

  • Excellent Planning, Organizing and Time Management Skills.
  • Human Relations and Leadership Skills
  • Proficiency in the use of relevant computer applications.
  • Strong Interpersonal and Negotiating Skills, inclusive of Counselling, Grievance Handling, Interviewing, Coaching and Mentoring.
  • Sound judgment and initiative
  • Analytical and Problem Solving Skills
  • Knowledge of Laws, Regulations and Policies governing Human Resource

 

SPECIFIC KNOWLEDGE REQUIRED

  • A Comprehensive knowledge of Government HRIIR guidelines
  • A Sound knowledge of Public Service Regulations and Staff Orders A Sound understanding of computerized accounting system
  • A In depth knowledge of preparation of Service Records/Pension Particulars A Knowledge of Leave Calculation, Financial Accounting and Cost Accounting

 

WORKING CONDITION ASSOCIATED WITH JOB

  • A Required to work beyond normal working hours and at irregular hours, as necessary to meet critical time deadlines.

 

JOB DESCRIPTION

Duties

  • Establish systems that foster a culture of Teamwork, Staff Empowerment & Commitment to the Organizational Goals.
  • Ensure the maintenance of Vacation Leave Records, Staff List and other personnel records.
  • Participate in the Recruitment & Selection of Staff
  • Ensure that Compensation/benefit package inclusive of increments for each category of staff is disbursed accordingly.
  • Monitor and facilitate appointment/promotion on a timely basis
  • Prepare and Coordinate an Annual Budget in consolidation with Heads of Department within the Health Department for submission to the PPM
  • Ensure that the directives of SERHA are properly implemented.
  • Maintaining effective liaison among Medical/Para medical Units within the Health Department
  • Maintain good staff relations by continuous monitoring to identify Industrial relations issues.
  • Conduct periodic audit of Service Records and Pension particular within the Health Department to verify compliance to established standards for the retirement of officers
  • Coordinate and oversee the implementation of designated programmes related to Staff Welfare
  • Ensure that Staff members of all category at all levels are aware of and comply with the Grievance Procedures, Disciplinary Code, Public Service Regulations and Staff Orders.

 

REQUIRED COMPETENCES

  • Excellent Planning, Organizing and Time Management Skills.
  • Working knowledge regarding the established policies and procedures in Public Service Regulations and Staff Orders.
  • Proficiency in the use of relevant principles of epidemiology of infectious disease
  • Excellent knowledge of procedures regarding Retirement/pension, Industrial Relations and Compensation/Benefits.

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

  • Typical working environment, no adverse working conditions
  • May be required to work "beyond normal working hours" as necessary during Natural Disasters - Hurricane etc.

 

AUTHORITY

  • To monitor and assess Human Resource related matters within Institutions and authorize or recommend action(s) to resolve the issues in accordance with established policies and procedures.
