About this position

We are seeking an experienced, rigorous, and results-oriented Procurement Consultant. In this role, the Consultant will provide specialized fiduciary support to Bank-financed operations, contributing to the planning, execution, and monitoring of procurement activities.

The position reports to the Financial Management and Procurement Services Division for Operations (FMP), under the Vice Presidency for Countries (VPC). The FMP supports borrowing member countries in achieving their development objectives through effective fiduciary supervision, based on high-quality technical advice, appropriate risk management,

 

 

What you will do

  • To assume a role as a technical expert in procurement within project teams, providing proactive advice to the execution units and teams of the Bank on the most appropriate approaches, in accordance with the Bank's fundamental policies and principles (economy, efficiency, transparency and value for money).
  • Participate in the design, implementation and monitoring of procurement strategies, including the development, updating and supervision of Procurement Plans, ensuring their alignment with project objectives and institutional capacities.
  • Review and analyze documents submitted for no-objection to the Bank, including procurement notices, tender documents, evaluation reports, draft contracts and amendments, as well as any claims and disputes.
  • Contribute to the assessment and monitoring of the institutional capacities of agencies and implementing units in procurement, including the identification of fiduciary risks and the formulation of operational recommendations.
  • Participate in procurement reviews and supervisory missions, including on-site visits, to verify compliance with procedures, adherence to approved plans and implementation of recommendations.
  • Support the use of the Bank's trust platforms and digital tools (Trust Interface, OBP-CM/IF tools), by assisting the execution units and facilitating the integration of new projects and users.
  • Design and implement capacity building activities (training, workshops and coaching sessions) for implementing units and relevant stakeholders.
  • Leverage available data, analytical tools, and business intelligence to improve the quality of advice provided and to support risk- and results-based decision-making.
  • Promote structured technical dialogue and effective collaboration with national authorities, development partners and internal Bank teams, with a view to improving the operational efficiency of projects.

 

What you will need

  • Education: Master's degree in Business Administration, Engineering, Economics, Law, or equivalent field.
  • Experience: At least five (5) years of relevant experience in projects funded by the IDB, the World Bank or other donors/international organizations, including at least three (3) years in the field of procurement.
  • Languages: Fluency in French and English, both spoken and written, is required.

 

Requirements

  • Citizenship: You are a citizen of one of our 48 member countries and must be authorized to work in the location(s) of the post without the need for sponsorship. 
  • Relationship: You have no family members (up to the fourth degree of consanguinity and the second degree of affinity, including spouse) working at the IDB, IDB Invest or IDB Lab. 

 

Contract type and duration

Full-time, remote local consultant position, 12 months (up to 48 months, subject to eligibility), to be carried out 100% remotely from the selected candidate's place of residence. Services must be provided from a country where the IDB Group has offices.
