The OECS Commission is seeking to recruit a Programme Assistant for the implementation of the EU-ACP Biodiversity Support Programme and, by extension, to serve the needs of the Environmental Sustainability Division (ESD).
 

About the Environmental Sustainability Division (ESD)

Article 24 of the Revised Treaty of Basseterre requires that each Protocol Member State shall implement the St George’s Declaration of Principles for Environmental Sustainability which seeks to, inter-alia, achieve the long-term protection and sustained productivity of the region’s natural resource base and the ecosystem services it provides, and ensure that natural resources contribute optimally and equitably to economic, social and cultural development.

 

The OECS Commission, in facilitating the fulfilment of this commitment, has, and is pursuing, a broad and strategic portfolio to enhance environmental sustainability towards the sustainable development of OECS Member States, through inter alia, Biodiversity and Ecosystems Management, Climate Change and Disaster Resilience, Land and Water Resources Development, Oceans Governance and Fisheries, Sustainable Energy, and Pollution and Waste Management.

 

About the EU-ACP Biodiversity Programme

This programme will contribute to the sustainable development of ACP SIDS and coastal countries by supporting and improving the management and sustainable use of marine and coastal resources. The main expected results are:

  • Result 1: Capacities of ACP regions and countries to effectively manage coastal and marine biodiversity and enhance resilience to climate change are strengthened.
  • Result 2: Regional, national and local efforts to assess, conserve, protect, manage and sustainably use marine and terrestrial biodiversity are supported.
  • Result 3: Partnerships for environmental sustainability are developed and strengthened.

 

The OECS Commission has been awarded a direct grant for the implementation of Results 1 and 2 in the Caribbean, and will work closely with institutions other regional organisations, government agencies, NGOs, local communities and other stakeholders over the next five (5) years of the programme. 

 

 

JOB SUMMARY

The OECS Commission is seeking to recruit a Programme Assistant for the implementation of the EU-ACP Biodiversity Support Programme and, by extension, to serve the needs of the Environmental Sustainability Division (ESD).

Reporting to the Biodiversity and Ecosystems Management Programme (BEMP) Manager, the Programme Assistant is to provide operational and technical support to the relevant Project and Programme staff. The role will contribute to research development, coordination, facilitation and implementation of the Unit’s strategy, annual work programme.

The role will be responsible for creating an environment of trust, open communication and innovative thinking in which teams can be developed and engaged.

 

KEY DUTIES

More specifically, the Programme Assistant will be responsible for the following tasks:

  1. Assist with the development and implementation of the annual work programme.
  2. Provide support to designated officers in the execution of their work including ensuring compliance with the rules, procedures and guidelines of the organization and funding agency.
  3. Conduct research and data analysis to inform the work of the Project / Division.
  4. Work closely with ESD technical and administrative staff, and core functions of the Commission, to develop and advance initiatives in knowledge management and monitoring and evaluation, visibility and public awareness/engagement
  5. Provide fiduciary support and guidance on relevant best practices and compliance, through factual information, relevant current data and analysis.
  6. Assist with the preparation and execution of complementary initiatives and projects.
  7. Collaborate with relevant technical units and other Divisions of the Commission as well as other OECS institutions to support the work of the Project and Division.
  8. Assist in the preparation and finalization of relevant documents to drive the work of the Project and Division.
  9. Find creative and innovative solutions to advance the work of the Project and Division.
  10. Prioritize and manage the implementation of multiple simultaneous projects and activities and assignments.
  11. Coordinate the execution of meetings and events including travel and logistical arrangement.
  12. Provide rapporteurring support to the meetings of the Project and Division.
  13. Assist with processes and systems for identification and mobilization of financial resources, technical assistance, strategic partnerships and capacity building.
  14. Collaborate with internal and external stakeholders where relevant to support the work of the Project and Division.
  15. Work closely with ESD Administrative staff in coordinating and facilitating general office support service.
  16. Carry out such other related duties as may be required, from time to time, by the Director of the Environment Sustainability Division or Designated Project Director.

 

  EXPERIENCE & KNOWLEDGE

  • A Bachelor’s degree in Business Administration or related field or equivalent professional qualification.
  • A minimum of two (2) years’ experience in a similar role or corporate environment.
  • Academic and practical training and experience in office administration.
  • Practical knowledge and work experience in policy, programme/project coordination at both the national and regional levels.
  • Demonstrated competence in Word Processing (preferably Microsoft Word, Excel, Publisher and Power Point).
  • Events management and logistics arrangement skills;
  • Excellent oral and written communication skills in English.
  • Ability to work as a member of a multi-disciplinary and multi-cultural team.
  • Ability to take initiative and to work with minimum supervision.
  • Strong capacity for research and in use of data to support policy and decision-making.
  • Works comfortably under pressure and meets tight deadlines.
  • Strong decision-making and problem-solving skills.

TERMS OF APPOINTMENT

Job Location

The OECS Commission is headquartered in Castries, Saint Lucia. The position of Programme Assistant, ESD is open to nationals of OECS Member States and the position is placed at the OECS Commission headquarters.

 

Benefits

The position is on the fixed term establishment subject to satisfactory annual reviews. Salary will be commensurate with qualifications and experience and exempt from income taxes. In addition to the basic salary, the post attracts other allowances. The incumbent will be eligible for membership in the Organisation’s non-contributory Group Health and Life Insurance Scheme. Reasonable relocation expenses will be reimbursed where applicable.

 

The initial contract is for a period of 2 years with potential for renewal, and the probationary period is 3 months with potential for extension to a maximum of 6 months.
