To lead audit and assessment of internal policies and procedures to monitor adherence to internal controls and function to maintain the integrity of the organisation and its operations.

 

Responsibilities:

  • Review and revise the organisation’s audit policies and procedures in accordance with auditing standards (in consultation with the CEO)
  • Participate in the organisation’s operational strategic planning process, prepare and monitor the Division’s operational plan and budget ensuring agreed targets are achieved
  • Develop the Division’s Strategic/Operational Plans and Budget
  • Develop Individual Workplan
  • Represent the organisation at meetings, conferences and functions as directed
  • Provide guidance and advice to the CEO and managers on internal audit matters
  • Conduct risk assessment to determine audit areas
  • Liaise with external auditors where appropriate in the preparation of an audit plan
  • Manage the preparation of audit programmes for the examination and assessment of the audit area
  • Conduct site visits as necessary to monitor audit progress and provide guidance and on-the-job training
  • Review and sign off working papers for all audits undertaken by the audit division
  • Ensure audit reports are prepared, stating deficiencies, implications and recommendations, and submit reports to the CEO and Divisional Heads
  • Meet with the CEO and Divisional Heads to discuss audit findings
  • Follow up Divisional Heads’ responses to audit reports to determine whether deficiencies are corrected and improved procedures implemented
  • Attend operational meetings where the audit division has a key role in the development and verification of systems
  • Ensure the security of audit files
  • Facilitate compliance by the Divisions with Internal Auditing Standards
  • Monitor and evaluate the performance of direct reports; prepare performance appraisals and initiate corrective action where necessary
  • Participate in the recruitment of staff for the Division/Unit
  • Provide leadership and guidance to direct reports through effective planning, delegation, communication, training, mentoring and coaching

 

Requirements:

  • BSc preferably in Accounts, Finance, Business Administration, Management or Economics; OR
  • ACCA Fundamentals + six (6) years auditing experience and relevant experience in the specialised area
  • Completion of relevant government auditing courses and Professional Audit training would be an asset
  • Compliance with the International Professional Practices Framework (IPPF) and quality control standards
  • Risk-based audit methodology covering planning, fieldwork, reporting and follow-up
  • Application of ISO and COSO Enterprise Risk Management (ERM) frameworks
  • Effective communication of risk management, governance and control issues
  • Excellent knowledge of the organisation’s policies and procedures
  • Communicating effectively; working collaboratively; developing capability
  • Seeing the big picture; driving continuous improvement; making effective decisions
  • Ensuring value for taxpayers’ money; providing quality service; accountability
