The incumbent manages payroll, payables, and disbursements, ensures compliance with financial regulations, supervises related branches, and advises the Director of Finance on associated financial matters.

 

JOB PURPOSE:

Under the supervision of the Director of Finance, the Senior Financial Accountant – Payables & Payroll, is responsible for the management and execution of all procedures in respect of payroll, payables and disbursements ensuring that proper systems of internal control exist and compliance with the Financial Administration and Audit (FAA) Act, its Regulations and Instructions are being exercised. The incumbent also supervises the Accounts Payable and Payroll Branch of the Authority and advises the Director of Finance on all financial matters relating to accounts payable, payroll and other funds and assets under the control of the Authority.

 

KEY RESPONSIBILITIES:

  • Maintains proper systems and procedures for accurately capturing all accounts payables.
  • Maintains proper systems and procedures for the accurate and timely settlement of accounts payable, payroll and all other payments ensuring that payments are made in accordance with the Financial Administration and Audit (FAA) Act, its Regulations, and Instructions.
  • Prepares management statutory and regulatory reports.

 

REQUIREMENTS:

  • Bachelor’s Degree in Accounting/Management Studies with Accounting, Finance, or equivalent from a recognized tertiary institution, or ACCA Level 2
  • A minimum of five (5) years related experience in a Government of Jamaica (GoJ) Accounting Department
  • Government Accounting Courses (MIND)

  • Excellent Knowledge of the Government of Jamaica (GoJ) financial systems and applicable software.
  • Ability to analyze financial statements and reports, financial transactions and forecast the organization’s Wage Bill.
  • Ability to assess financial risks and recommends/engages risk mitigation strategies.
  • Knowledge and application of the relevant legislations, policies, and procedures.
  • Ability to cultivate strong relationships with internal and external stakeholders to drive effective planning and management of the Authority’s financial resources.
