The Western Regional Health Authority (a Statutory Body under the Ministry of Health and Wellness) is seeking to employ a Senior Human Resource Officer for the Regional Office.

Reporting to the Director, Human Resource Management and Development the incumbent will be responsible for the development and management of the Authority’s Reward and Recognition Programme.


  • The Senior Human Resource Officer is responsible for the development, implementation and monitoring of the Authority’s Performance Management Appraisal System (PMAS) and organizational development activities such as restructuring and reclassification.
  • Oversees the development and implementation of the Authority’s Performance Management and Appraisal System and the Reward and Recognition programmes Integrates Performance Management principles within the culture of the Department.
  • Provides guidance to the Divisional Heads and other staff on performance management.
  • Monitors and reviews work plans developed to ensure consistency in performance.
  • Ensures that evaluations, rewards and recognition activities are conducted in an equitable and fair manner.
  • Assists with resolving any disagreements derive from the evaluation assessments or reward programmes.
  • Collaborates with managers and supervisors to develop Unit and Individual Work Plans to ensure alignment with Operational plans and other related plans as well as the objectives of the Unit and job.
  • Analyzes and monitors changes in internal and external factors with a view to maintaining the alignment of organizational structure with the objectives of the Region; establishes a system for identifying and determining structure-related problems and ensures that restructuring exercises are carried out to align the organization’s structure with its objectives.
  • Collects, analyses and prepares occupational information through observation and interviewing workers and supervisory personnel, to determine job and worker requirements in keeping with the goals of the department and to prepare job descriptions for classification.
  • Develops/updates job descriptions that align the job with key outputs.

  • Bachelor’s degree in Human Resource Management or equivalent.
  • Three (3) years of working experience in a related field.
