The Office of Utilities Regulation (OUR) invites applications from suitably qualified individuals to fill the position of Senior Regulatory Engineer – Telecommunications.


The successful candidate will be required to plan, manage and execute a range of analytical tasks relevant to regulatory decisions and initiatives including to:

  • Assess the impact of technological developments on the telecommunications sector as well as the implications for existing regulations;
  • Monitor, investigate, analyse and provide recommendations on the performance of telecommunications networks and the end-to-end service quality provided by licensees;
  • Develop quality of service/experience and other technical standards for the efficient performance of the telecommunications sector;
  • Perform the detailed technical and engineering work for the effective economic regulation of the telecommunications sector, for example, assess Reference Access/Interconnection Offers and assist in the development of cost models;
  • Assess licence applications; and
  • Undertake extensive technical report writing.




  • A Post-Graduate Degree in Communications Engineering or related field. Candidates with only an undergraduate degree will be considered, if they have at least ten (10) years experience in the telecommunications sector;
  • Minimum of six (6) years work experience, which incorporates all or some of the core functions detailed above;
  • Sound understanding of the current telecommunications technologies/ protocols currently deployed in Jamaica;
  • Be cognizant of new advancements in telecommunications technologies;
  • In-depth knowledge of end-to-end call flow for Packet-switched and Circuit -switched networks;
  • Have the ability to conduct drive tests;
  • Have strong technical skills, including the ability to read and understand technical drawings;
  • Be highly computer literate with proficiency in the use of an array of contemporary modeling and analytical software;
  • Have outstanding verbal communication, strategic thinking, analytical, and technical report writing skills;
  • Have the ability to interact professionally; and
  • Can maintain high ethical standards.
