The Senior Strategic Planning and Performance Evaluation Officer is responsible for the preparation, monitoring and evaluation of the Ministry’s, Departments and Agencies Annual Operational Plan.

 

Under the general direction of the Director, Strategic Planning and Performance Evaluation, the Senior Strategic Planning and Performance Evaluation Officer is responsible for the preparation, monitoring and evaluation of the Ministry’s, Departments and Agencies Annual Operational Plan as well as overseeing the implementation of the Performance Management and Evaluation System (PMES). The Senior Strategic Planning and Performance Evaluation Officer is also responsible for co-ordinating and managing the system and process development framework created for the monitoring, evaluation and reporting on the programmes, projects and activities of the Ministry, Departments and Agencies (MDAs). 

 

Key Responsibilities 

  • Co-ordinates and guides the work of the Team in the preparation and submission of inputs to the Corporate Plan by all Divisions, Regions and Units of the Ministry and/or Departments and Agencies; 
  • Assists with the development of and implements processes and procedures to facilitate planning and performance monitoring within the Ministry, Departments/Agencies; 
  • Co-ordinates the preparation of draft Corporate Plans for the Ministry/Departments/Agencies to facilitate development of the Ministry’s budget; 
  • Liaises with the Director, Strategic Planning and Performance Evaluation and Ministry of Finance and Planning in developing/justifying budgetary allocations for programmes and projects; 
  • Co-ordinates the review of the Corporate Plans for the Ministry/Departments/Agencies, subsequent to the submission and approval of the budget; 
  • Manages and co-ordinates at periodic intervals, the Ministry’s/Departments/Agencies progress towards the achievement of objectives set out in the Corporate Plan; informs the Director of significant divergence from objectives and the need for alternative strategies; 
  • Supports the Director by providing M&E related information and data as inputs in the development of the Ministry’s/Departments/Agencies Business Plans, inclusive of KPIs, and in ensuring the development of strong, results focused M&E initiatives; 
  • Collaborates with MDAs in designing and developing M&E systems, tools and mechanisms for their respective areas of responsibility, to monitor, collect and analyze information on inputs, outputs, outcomes and impact of programmes and projects; 
  • Liaises with the Director, Strategic Planning and Performance Evaluation, Financial Management Division and Internal Audit in ensuring performance monitoring and reporting arrangements are integrated with arrangements for Risk, Financial Management and Auditing; 
  • Participates in the planning of Education Programmes/Projects so as to ensure monitoring and evaluation elements are included in their design and that implementation conforms to stated policy and programme objectives; 
  • Co-ordinates and manages the provision of technical support, advice and guidance to MDAs in: 
    • identifying information needs and establishing baseline data as a basis for tracking changes from baseline conditions to desired outcomes
    • identifying and establishing measurable performance indicators (qualitative and quantitative) and targets that are agreed and made the subject of comprehensive and integrated reporting and accountability arrangements; 
  • Conducts as well as supervises ongoing monitoring/tracking of implementation of policies, programmes, projects and activities as a basis for checking progress against plans, identifying risks and challenges, informing improvements and corrective action and making informed day-to-day management decisions; 
  • Prepares Quarterly, Annual and Special M&E Reports on monitoring and evaluation activities and the performance results of MDAs in accordance with approved format, guidelines and timelines for submission to the Director, Strategic Planning and Performance Evaluation; 
  • Keeps abreast of changes and innovations in budget systems, monitoring and evaluation systems and procedures and participates in the design and implementation of training programmes to effect the desired changes; 
  • Prepares the annual Operational and Work Plans for the Unit; 
  • Collaborates with the Director in the preparation of the Unit’s annual budget and monitors the allocation and expenditure of funds; 
  • Prepares Management Reports on activities undertaken by the Unit; 
  • Assesses, at intervals, the efficiency and effectiveness of the Team; develops, implements, and communicates process improvements; 
  • Provides leadership to staff through effective objective/goal setting, delegation and communication; 
  • Fosters teamwork and a harmonious working environment and promotes collaborative working across Divisions/Units; 
  • Develops and manages the performance of the Unit and its staff, including transferring skills, motivating staff through coaching and mentoring, monitoring performance, providing feedback to staff and initiating corrective action where necessary to improve performance; 
  • Conducts Performance Appraisals of assigned staff; 
  • Participates in the recruitment and selection of staff and recommends movement when appropriate; 
  • Recommends Vacation Leave and approves Sick and Departmental Leave for staff in the Unit and participates in the administration of staff benefits in keeping with established Human Resource policies; 
  • Recommends/administers disciplinary action in keeping with established Human Resource policies; 
  • Conducts monthly and ad hoc staff meetings; 
  • Performs other related functions assigned from time to time by the Permanent Secretary. 

 

Required Knowledge, Skills and Competencies 

Technical: 

  • In-depth understanding of the principles underpinning the corporate planning and performance management and measurement processes 
  • In-depth understanding of the Jamaican Education Sector and its challenges 
  • knowledge of the principles of budgeting 
  • Sound knowledge of the Government of Jamaica’s (GoJ’s) Corporate Planning and Performance Management systems and procedures 
  • Sound knowledge of monitoring and evaluation techniques and methodology 
  • Sound knowledge of the MS Office Suite

Minimum Required Qualification and Experience 

  • Master’s Degree in Management or Public Administration or equivalent qualifications; 
  • Three (3) years related working experience in the Public Sector, three (3) years of which should be at a supervisory level; 

OR 

  • First Degree in Management, Public Administration or equivalent with at least five (5) years related working experience; 
  • Training in monitoring and evaluation techniques and methodology. 

 

Specific Conditions Associated with the Job 

  • Will be required to travel locally and overseas to attend conferences, seminars and meetings; 
  • May be required to work beyond normal hours in order to meet deadlines.
