The Organisation of Eastern Caribbean States (OECS) invites applications from suitably qualified candidates to fill the position of Senior Technical Specialist - Economics

 

The Senior Technical Specialist, Economics is accountable for supporting the Head, Trade Policy and Economic Development and Director of Economic Affairs and Regional Integration with the developing, promoting and supporting of implementation actions that advance the goals of the Revised Treaty of Basseterre and the Global Sustainable Development Goals (SDGs), through the pursuance of cohesive trade policies and economic development strategies throughout the Economic Union.

 

KEY DUTIES

Under the direction of the Head, TPED, the Technical Specialist Economics will be required to:

  • To lead in developing and guiding the implementation of practical and effective short-term tactical and long-term strategic policy responses to economic shocks and economic development challenges facing OECS Member States;
  • To provide analytical and advisory support in the implementation of the core Work Programme of the Economic Affairs Division and Regional Integration (EARID) particularly in relation to harmonization of various aspects of economic development policy, notably fiscal and investment policy, within the context of the OECS Economic Union;
  • To assist in developing and executing a dynamic programme of economic policy-oriented research aligned to OECS regional and Member State development priorities, in support of relevant components of the Work Programme of the EARID;
  • To undertake the establishment of standardized methodologies, procedures, techniques and tools for data collection and analysis that are technically robust yet appropriate to data availability constraints in the OECS, in support of economic policy-oriented research;
  • To contribute to the background research for, and the drafting and review of internal reports, technical papers, briefing papers and other working documents on matters of economic development policy produced by the OECS Commission, as well as for studies, reports and other papers commissioned by the Commission;
  • To ensure the formulation and review of key strategic policy documents produced by the Commission, including the OECS Development Strategy and OECS Human Development Report;
  • To lead on the design and preparation of projects and programmes and support mobilisation of resources to implement relevant elements of the Work Programme assigned to the Macroeconomist;
  • To manage consultancies and other short-term assistance provided by development partners and other strategic partners in areas directly related to the Work Programme assigned to the Macroeconomist;
  • To organise and participate in meetings of relevant OECS entities and to assist in implementing decisions or mandates emanating from such meetings;
  • To contribute towards the advocacy and communication work of the Commission in relation to dissemination of information on the objectives, purposes and results of economic development policy support to OECS Member States.
  • To undertake any other related tasks assigned by the Head of the Trade Policy and Economic Development Unit, Director of Economic Affairs or Director-General.

 

EXPERIENCE AND KNOWLEDGE

  • Degree in Economics with at least three (3) years’ experience working within an Economic Planning or research environment
  • Strong Economic analysis / quantitative analysis and research skills

TERMS OF APPOINTMENT

Job Location

The OECS Commission is headquartered in Saint Lucia. The position of Technical Specialist, Economics is open to nationals of OECS member states and the position is placed at the OECS Commission Headquarters, Morne Fortune, Castries, Saint Lucia.

 

Benefits

The position is on the permanent establishment subject to satisfactory annual reviews. Salary will be commensurate with qualifications and experience and exempt from income taxes. In addition to the basic salary, the post attracts other allowances. The incumbent will be eligible for membership in the Organisation’s non-contributory Group Health and Life Insurance Scheme, and the Group Pension Plan. Reasonable location expenses will be reimbursed where applicable.
