Job Description


The Organisation of Eastern Caribbean States (OECS) comprises the territories of Anguilla, Antigua and Barbuda, British Virgin Islands, Dominica, Grenada, Montserrat, St. Kitts and Nevis, Saint Lucia, and St. Vincent and The Grenadines. On January 21, 2011, the OECS achieved a major milestone in its integration process when the Revised Treaty of Basseterre Establishing the Organisation of Eastern Caribbean States Economic Union came into effect. The Revised Treaty seeks to deepen the level of integration and functional cooperation, and to coordinate policies towards the harmonious and optimal development of several sectors, including agriculture, manufacturing, tourism, other services, construction, information and communications technology, education and health. This commitment to programme and policy development and coordination extends to ensuring the availability of and access to comparable statistics among the Member States.


Within the context of the above undertakings, the generation of certain categories of statistics is indispensable to the functioning and monitoring of the OECS Economic Union, as well as the provisions contained within the Revised Treaty. The strengthening of capacity for data collection, dissemination, analysis, visualisation and its use in policy development are areas of continuing concern and assistance requested by the Member States of the Economic Union.


In response to this need, the Commission is designing a Regional Strategy for the Development of Statistics (RSDS) which is a 14-year master plan for strengthening its attendant the statistical systems. The OECS RSDS is being supported with newly established Statistical Services Unit (SSU) in the Economic Affairs and Regional Integration Division. Three positions have been created for Statistical Development Officers.



The duties and responsibilities of the Statistical Development Officer will include, inter alia:

  1. Manage the SSU’s store of trade, tourism, agriculture, labour and business demography statistics;
  2. Liaise with relevant internal units to gather the data from Member States;
  3. Work with internal units to identify and select indicators to update the OECS Information database;
  4. Apply appropriate quality assurance tools to maintain the quality and comparability of data received;
  5. Support Member States to set up and maintain their metadata functions and in quality assurance by facilitating application of relevant international standards and classifications;
  6. Support Member States in training in and trouble-shooting of the regional information systems associated with assigned statistical areas;
  7. Design services, tools and other resources to support the data exchange between the SSU and the Member States;
  8. Prepare statistical products to include digest of statistics, country profiles and other assigned products;
  9. Prepare content to communicate and disseminate SSU’s work internally and externally;
  10. Facilitate internal training and learning events;
  11. Respond to internal and external data requests;


Qualifications and Experience

  1. Passes in at least two “A” Level courses one of which should be mathematics; or an associate degree in Statistics, data analytics, business management,.2 and/or Economics or related discipline from a recognised University;
  2. A minimum of two (2) years' experience working in a data production environment;
  3. Knowledge and understanding of statistical methods, statistical analysis and statistical software;
  4. Knowledge of the OECS and its mandate and functions;

The position is permanent and shall be based at the Commission in Saint Lucia. The salary is tax free. The successful applicant will also be eligible for membership in the Organisation’s Group Health and Life Insurance. The Organisation will meet reasonable relocation expenses where applicable.
