Under the direction of the Systems Analyst IV (Solutions Architect), the Systems Analyst/Programmer III (Applications Developer [Full Stack]) is responsible for the designing, developing and maintaining software solutions and frameworks.

The Systems Analyst/Programmer III (Applications Developer [Full Stack]) develops software solutions by adhering to functional and technical requirements, evaluating information needs, and collaborating with a broad range of customers, partners and key stakeholders. The incumbent will also be responsible for developing clean code and conducting regular code reviews. In addition, the Systems Analyst/Programmer III (Applications Developer [Full Stack]) evaluates system flows, data usage, work processes and investigates problem areas. In this role, the Systems Analyst/Programmer III (Applications Developer [Full Stack]) will manage work activities against the software development lifecycle.


Summary of Duties

  • Translates complex business needs into innovative technical solutions and contributes to the advancement of the solution for successful deployment under the guidance of the Systems Analyst IV (Solutions Architect).
  • Develops, extends, and maintains internal, custom applications based on business and functional specifications requirements..
  • Collaborates with the users and project team members to deliver solutions that integrate with enterprise systems.
  • Writes clear, maintainable, portable, and highly functional code.
  • Profiles and performance tunes code to remove bottlenecks.
  • Tests and documents code produced.
  • Participates in the design, development and deployment of various web/mobile applications.
  • Participates in full software development process including gathering requirements, design and implementation using agile software development practices and leveraging automation (continuous integration/deployment) tools and best practices.
  • Provides design recommendations to the development team to ensure applications are built according to the business needs while still following modern best practices for application development.
  • Provides a high-level of customer service to end users when support is required including training on specific functions of applications and assisting users with troubleshooting when issues arise.
  • Leverages experience in the industry to provide high quality UI/UX design and implementation and ensures that applications are developed in a streamlined and easy to use manner..
  • Assists in ensuring that any changes to applications are made in a controlled manner and adheres to standard change control processes of the organization and ensures that all appropriate documentation of the change is completed and all relevant parties are aware of upcoming changes that will affect them.
  • Ensures the successful deployment of new applications by completing thorough documentation of both the back-end structure of the application as well as the front-end interactions that users will have with the application..
  • Acts as Tier 3 support for the various applications in the environment for end users and other business units.
  • Participates in departmental meetings as assigned, including one-on-one, project updates, area updates, department updates.
  • Researches and recommends new and improved technologies, processes and best practices for software development and makes appropriate recommendations to internal and external development teams.
  • Participates in the periodic review and development of common SDLC and DevOps practices along with other members of IT


Qualifications & Experience Required

  • Bachelor’s degree in computer science, engineering or equivalent practical experience
  • Two years of experience in software development, web application development or related field.
  • Supervisory training and/or experience
  • Minimum of four (4) years’ experience performing unit testing, system integration testing, performance testing, and user acceptance testing.

  • Experience with the following technologies: .NET (.NET Core), C#, HTML, CSS, JavaScript, Angular, REST, GraphQL, API design, Python, XML, SAML, LDAP, SQL, MS SQL, OAuth, T-SQL, Oracle databases, MSMQ, IBM WebSphere Message Broker, and/or similar technologies.
  • Demonstrated fluency in development languages (e.g. Visual Basic, C#)
  • Substantial knowledge in security concepts and familiarity with secure code development techniques.
  • Demonstrated competency in preparing detailed information and summaries to management.
