Job Summary: The role of the Technical Director (TD), as head of the Programme Implementation Unit (PIU), is to provide technical guidance to the Ministry of Health, the Project Coordinator and the Component Teams to improve the synergistic effect of the HSSP and manage the risks inherent in organizational development projects. The TD is that of a systems thinker and strategist, to focus on the big picture, to support teams to identify opportunities and help manage threats to successfully implement the Programme.


Duties and Responsibilities

Technical Guidance to the Ministry of Health

  • Provide technical guidance and support to the HSSP Oversight Technical Team
  • Facilitate inter-agency and inter-sectoral relationships and enhance collaboration working in the execution of the HSSP
  • Advise the NCDs Oversight Committee on potential synergies of NCD activities and health systems strengthening


Technical Guidance to the Project Implementation Unit

  • Oversee the implementation and execution of the project, including addressing any modification or refinement to achieve the project’s goals
  • Provide technical supervision of the Project Coordinator on development and implementation of the programme risk management strategy and annual operating plans
  • Support the implementation of the Programme’s M&E plan and advise of linkages to the national M&E framework and MoH M&E function within the Research and Policy Division of the MoH
  • Serve as the technical link between the Component Teams and the PIU to ensure that technical resources provided through each component are working in tandem in terms of timing of input, scope of work and to minimize transaction costs on the implementing stakeholders and prevent HSSP overload for optimal results
  • Provide technical inputs in the recruitment and monitoring of technical consultancy firms and individuals, as necessary
  • Work as the PIU focal point on technical issues that arise as a result of HSSP implementation to ensure they are handed over in the interest of sustainability or addressed in the interest of programme efficiency
  • Ensure the integrity of technical and managerial reports which are to be submitted in a timely manner in compliance with the requirements of the IDB and the Ministry of Health
  • Represent the Ministry of Health as the Project representative and serve as the liaison with the IDB, consistent with the Legal Agreements, norms, regulations and guidelines of the Ministry of Health


Technical Guidance to the Component Teams

  • Advise on terms of reference for technical inputs and timing of those inputs as they relate to activity in other components
  • Support monitoring of performance of technical inputs
  • Provide briefing and debriefing to consultants on complementary activities in other components


Technical Support to the IDB Project Team

  • Provide backstopping support to the IDB Sector Specialist as required
  • Support work of IDB Team in country missions to ensure effective communication with the MoH and completion of activities agreed (as documented in the mission Aide-Memoire)
  • Other duties that may be implied in the contract or assigned by the Client and related to the HSSP Project.


Qualification Requirements

Must possess a Bachelors degree and a Masters degree in Public Health, Business and/or Hospital Administration, or a relevant degree in Social Sciences.

Project management certification will be an asset.



  • At least eight (8) years of professional experience at a senior level in public health.
  • Should possess extensive experience in strategic and programme planning, project management, human resource planning, health systems strengthening, monitoring and evaluation.
  • Experience working on projects for International Multilateral Organisations such as IDB would be an asset


Any equivalent combination of training and experience.

Skills Profile

  • Knowledge and experience in non-communicable diseases management, behavioural change communication and building public private partnerships
  • Knowledge of the Trinidad and Tobago Health Sector Reform initiatives
  • Understanding of information systems planning and management in health, and routine maintenance management systems
  • Understanding of change management and inter-sectoral policy making processes, including the involvement and contribution of non-State actors
  • Demonstrated leadership, managerial and team building skills
  • Excellent oral and written communication skills
  • Excellent computer skills in office programmes e.g. MS office essential and project management desirable
