The IDB is currently seeking a senior consultant from the integration and trade sector to join TIN/INT.

Research context:

The Inter-American Development Bank (IDB) is the main source of multilateral financing for regional development in Latin America and the Caribbean (LAC). It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries.

The Trade and Investment Division (TIN) of the Integration and Trade Sector (INT) of the Vice-Presidency for Namely Sectors (VPS) supports the integration of LAC into the global economy and regional integration and cooperation through lending operations, technical and applied economic assistance and the work of the sector. In particular, key priority areas include export promotion, investment attraction and improving the business climate; trade facilitation, trade logistics and customs; and trade and investment agreement implementation (six sectors). Also, INT/TIN provides services through an online platform that aims to promote the internationalization of small and medium-sized enterprises forums ( on the basis of trade exchanges and investment promotion.

Aligned with these efforts, TIN supports the implementation of the IDB's program, including support for private sector development. One of the key projects in the implementation of the private sector strategy is support for private sector development through investment promotion (HA-L1133). The overall objective of the project is to support job creation through the attraction of foreign direct investment (FDI). Among other activities, this project supports capacity building of the Investment Facilitation Centre (IFC), the government agency responsible for attracting FDI.

The IDB is also implementing a Best Practice Learning Incentive for Attracting Foreign Direct Investment to Haiti (HA-T1261). To this end, the consultant will work within this framework of integration, improve the business climate and promote investment to develop new technical support in areas such as support to the public sector in the development of a policy to attract foreign direct investment.


The mission of the team:

The IDB is currently seeking a senior consultant from the integration and trade sector to join TIN/INT. The international consultant will be based in Haiti. Supervised by the Team Leader located in Washington DC, the consultant will contribute to the operational activity of the Sector, its operational knowledge applied in international trade and investment, business climate to the technical organization and implementation of support to Haiti, and the implementation of the ConnectAmericas initiative.


What you will do:

The overall responsibilities of the consultant under the direction of the Team Leader will be:

1. Technical project and cooperation:

  • Carry out the start-up, control, monitoring and support of the overall execution of the project/s and technical cooperation through regular visits to the execution units.
  • Ensure and accelerate the execution of technical operations and cooperation (TCs).
  • Support government technical agencies and delivery units on operational and project management aspects related to the delivery of components and sub-components.
  • Provide technical input into the analysis of non-objection requests related to the procurement of goods and services funded by the project.
  • Work with the team leader on the development and implementation of planning and management tools related to two project components.
  • Provide periodic reports on the progress of the project.
  • Identify and solve bottlenecks and difficulties that may arise throughout the execution of projects and technical cooperation and propose solutions to the Team Leader.
  • Support technical units in the development of terms of reference and the selection and monitoring of deliverables.
  • Support the Investment Facilitation Centre (IFC) during the opening of an office in the Northern region.
  • Support companies and investors interested in its location in Haiti and particularly in the Caracol Industrial Park.
  • Coordinate the Project Promotion Plan/TC with the government: Press releases, coordination and logistics of events.
  • The above-mentioned activities must be carried out in accordance with internal policies, in coordination with the administrative and resources coordinator of the division, and are part of the consultant's primary responsibilities. However, they shall not exclude other activities that may be necessary for the performance of the tasks.


2. ConnectAmericas:

  • Support the ConnectAmericas team in the implementation of the platform in Haiti.
  • Dissemination of the ConnectAmericas platform.


3. The consultant should also contribute to the following activities:

  • Identification and support for the planning of new projects in the six reference areas taking into account the country's economic and political context (export promotion and investment attraction; trade facilitation, trade and customs logistics; and trade and implementation of investment agreements).
  • Support the design and synchronization of the IDB's Private Sector Promotion strategy in Haiti in coordination with other sectors.
  • Assess client countries' capacity and leverage in regional, international and global trade and investment. Identify key restrictions and opportunities at the operational level and develop sustainable and innovative technical solutions to address them.
  • Analyze issues related to trade and investment agency policies and make recommendations for public policy reform to accompany these areas, taking into account the economic and political context of the country. Provide advice on technical discussions related to international trade and investment.


Prerequisites you will need:

  • Citizenship: You are a national of Haiti or one of the 48 member countries with a residence permit or legal authorization to work inHaiti.
  • Inbreeding: No member of your family (up to the fourth degree of consanguinity and the second degree of affinity, including spouse) works in the IDB group.
  • Education: Master or equivalent in Economics, Finance, Business, Administration or related fields.
  • Experience:At least 5 years of relevant international professional experience and proven ability as a project coordinator, investment manager or responsible for project design and technical supervision, monitoring results and managing projects and programmes for private sector development funded by bilateral or multilateral development institutions, non-governmental organizations organizations, public entities or financial institutions preferably. Experience in international trade, attracting foreign investment and negotiating with multinationals/corporate investors. Proven experience in executing projects in similar complex environments in fragile countries, preferably African, Central American or Caribbean countries.
  • Languages: Fluency in French and English as working languages is essential. Knowledge of Spanish and Creole, both oral and written, will be considered an advantage.

  • Strategic Thinking and Project Management Skills: Demonstrated ability to define and articulate and apply knowledge and research with operational diligence and advise on relevant policy, the ability to create, recommend, and operationalize strategic directions in the area of trade and investment.
  • Problem solving and decision-making: Ability to analyze critical situations and propose decisions based on systematic analysis and good judgment. Ability to gather and analyze information from a variety of sources to fully understand complex problems and propose an optimal solution. Initiative to identify and resolve bottlenecks and problems in project implementation and unforeseen issues in customer relations.
  • Analysis of the economic and political context of countries: Ability to analyze complex contexts and propose scenarios for the successful continuation and execution of the project
  • Communication and Influence: communicates effectively and leverages relationships and strategies to influence others.
  • Client First: Understanding client needs in relation to the quality and performance of service providers; meeting the Bank's expectations for ethical behaviour.
  • Knowledge of private and public sector actors and key players in Haiti's innovation and entrepreneurship ecosystem is an important advantage but is not exclusive.
