The incumbent designs and manages NEPA's learning and development plans, conducts training needs assessments, administers study leave and succession programs, and evaluates programme effectiveness to close skill gaps and align with agency goals.

The incumbent manages employee benefits and pension schemes, oversees occupational health and safety compliance, directs industrial relations and grievance procedures, and supervises staff performance and development.
