The Infrastructure & Relationship Analyst coordinates the technical and policy integration of key stakeholders into the SandDollar digital currency ecosystem, supports its technical development, and promotes payment system interoperability.

 

OVERVIEW

The Infrastructure & Relationship Analyst resides in the Currency Department and reports directly to the Deputy Manager, Financial Market Infrastructures (FMI). The Infrastructure & Relationship Analyst works closely with the Head of FMI and the Central Bank Digital Currency Project Manager to define technical and policy requirements to integrate key stakeholders with the SandDollar ecosystem, support technical developments in the digital currency space, and promote interoperability between payment systems in the ecosystem. This function also participates in wider payment systems development projects as a technical resource and helps to guide policy perspectives in accordance with organizational priorities.

 

CORE FUNCTIONS:

  • Engage with stakeholders, specifically, government and government agencies, corporations, and banks, to coordinate and support their technical onboarding into the SandDollar ecosystem. This includes helping to define the scope of work required for full integration of a digital currency, and pre- and post-architecture and system security assessments. This role serves as the primary point of contact for newly onboarded institutions.
  • Assist institutions in developing bespoke policies, procedures and workflow processes to support secure and efficient operation in the digital currency space. Policies and procedures should be consistent with international best practices, related legislation and guidelines, and integrate with the institution’s existing workflow processes and controls.
  • Support post integration of digital currency among these systemically important institutions along with integration with national payment systems and their existing proprietary systems for execution (payment and settlement) of digital currency transactions. This includes integration and interoperability of digital currency with existing payment system platforms.
  • Conduct scheduled and ad hoc stakeholder technical training and consultation to these stakeholders to promote operational efficiency across the digital currency.
  • Provide general input on financial market infrastructure operations to ensure system resilience and stakeholder satisfaction, in accordance with established guidelines. This includes assisting with development and maintenance of appropriate risk assessment models.

 

EDUCATION & EXPERIENCE REQUIREMENTS:

  • Master’s degree in information technology, computer science, or a related quantitative discipline.
  • Sound knowledge of assessing IT application lifecycles.
  • Strong project management competencies.
  • A fair understanding and working knowledge of payment systems, securities administration.
  • Strong understanding of financial market risk components and the ability to quantitatively measure risk in a dynamic market environment.
  • Working knowledge of banking laws, central banking (functional knowledge of financial markets). Some knowledge of retail payments, and policy development.
  • Working knowledge of spreadsheet applications and MS Office suite of applications.
  • Three (3) years’ work-related experience.
  • Good time management and organization skills.
  • Good oral and written communication skills.
