The incumbent is responsible for applying statistical methodologies to a wide range of problems; develop and maintain databases, covering matters relevant to the Commission’s portfolio, in support of long-term planning; and strategic development.

 

Responsibilities include, but are not limited to:

  • Provides accurate qualitative and quantitative statistical data to aid in the identification of critical performance indicators and assist in the development of the Commission’s strategic objectives;
  • Aids in the development of, and monitors performance indicators to measure and report on the effectiveness of the Commission’s strategic plan;
  • Ensures the collection, analysis, tabulation and presentation of data for storage in the statistics database and for inclusion in reports or in making recommendations;
  • Develops and initiates innovative statistical techniques and protocols for the Commission, to assist in discharging its strategic objectives;
  • Ensures that established policies, standards and investigative procedures are consistently monitored and reviewed through the design of specialized monitoring and evaluation tools;
  • Establishes monitoring systems to track and report on performance of all departments, employees and programmes, against specific, measurable and realistic targets;
  • With the use of data, informs on divergence from performance targets and assists with the development of strategies to close performance gaps;
  •  Integrates data using software packages such as SPSS, SAS, ArcView, MS Office Suite etc. for the creation and maintenance of databases;
  • Conducts quality assessment of the Commission’s case files through periodic inspections and file audits in order to ensure the quality and integrity of the Commission’s investigations;
  • Ensures that the performance of investigative teams is continuously monitored and statistics provided monthly to all relevant stakeholders;
  • Contributes to the drafting of Monthly, Quarterly and Annual Reports by the provision of statistical information and findings;
  • Investigates customer complaints and non-conformance issues.

 

Minimum Required Qualifications and Experience

  • Undergraduate Degree in Statistics, Social Sciences, Economics or any other related discipline;
  • Three (3) years’ working experience in the statistical field or data analysis; and
  • Specialized training or proven experience in the use of statistical tools and methods.

 

Specific Knowledge (however acquired) required to start

  • Expert knowledge of the use of statistical software and statistical tools (e.g. SPSS, SAS);
  • Comprehensive knowledge of the principles and practices of data analysis;
  • Sound knowledge of data interpretation;
  • Comprehensive knowledge of relevant computer systems; and,
  • Knowledge of the Independent Commission of Investigations Act.
