The incumbent oversees ICT needs for a government cluster, driving strategic tech initiatives to improve operations and reporting directly to the Senior Cluster Executive.

 

JOB PURPOSE:

The position of Cluster Executive is a pivotal role that is responsible for overseeing and coordinating the ICT needs of a designated cluster of Ministries, Departments and Agencies within the Government of Jamaica. The incumbent reports directly to the Senior Cluster Executive and plays a transformative role in driving strategic initiatives that will ensure the effective use of technology to enhance governmental operations.

 

KEY RESPONSIBILITIES:

  • Collaborates with the Senior Cluster Executive to develop and implement ICT strategies aligned with the overall goals and objectives of the cluster.
  • Leads the assessment of current ICT infrastructure and systems within the cluster to identify gaps and opportunities for improvement.
  • Develops and maintains strong partnerships with key stakeholders in MDAs to understand their ICT requirements and priorities.
  • Monitors and evaluates the performance of ICT systems and services within the cluster to identify areas for optimization and enhancement.
  • Conducts regular reviews and audits of ICT processes and practices.
  • Leads change management efforts to drive digital transformation and organizational development within the cluster.
  • Collaborates with internal and external teams to identify and address cybersecurity risks and vulnerabilities within the cluster’s ICT systems and infrastructure.
  • Implements best practices in project management, quality assurance, and risk management to ensure successful delivery of ICT projects.
  • Conducts regular reviews and assessments of ICT policies and procedures to ensure alignment with best practices.
  • Manages relationships with external partners, vendors, and stakeholders to secure resources and support for ICT projects.

 

REQUIREMENTS:

  • Master’s Degree in Computer Science, Information Technology or related field.
  • Seven (7) years experience in managing technology services and projects.
  • Relevant industry certifications (e.g., PMP, ITIL, CISSP, BRMP).
