Program Summary:

Project HOPE is providing humanitarian assistance to the hurricane Melissa affected population in Jamaica. The current response portfolio focuses on Health, Mental Health, Protection, and WASH programming through Project HOPE programs and local partnerships.  .

This role is offered as a consultancy position. This Consultant role will be based in Jamaica. Local Nationals only. The selected consultant will work under a short-term contract to deliver specific outputs outlined as follows:

 

POSITION OVERVIEW:

The HR Officer is responsible for ensuring that the day-to-day HR and administration activities are performed in accordance with Project HOPE policies, procedures, and HR best practices for the Field Office in Jamaica. The position reports to the HR Manager and works closely with the program leadership to ensure effective and efficient HR and admin services are provided to support program activities. The HR Officer will provide strategic support to the ongoing growth of the response effort and serve as a key point of contact for staff, providing guidance, support, and facilitating positive workplace relationships and a culture of engagement and professionalism.

 

PRINCIPAL RESPONSIBILITIES

  • Act as a main HR Contact to provide effective guidance to field staff and managers regarding policies and procedures and answer project staff questions in a timely manner.
  • Manage the local recruitment process, posting job vacancies, shortlisting candidates, scheduling interviews, follow ups and ensure all documentation of the recruitment process is in place. 
  • Support in onboarding of new hires, collection of required forms, coordination of orientations and follow up on mandatory trainings.
  • Ensure national staff payroll information is collocated, reviewed and submitted to finance manager.
  • Develop trackers and oversee tracking of recruitment updates, staffing lists, national contracts extensions/renewals/changes in status.
  • Maintain proper project staff records and regularly audit for compliance.
  • Collect and process separation paperwork for all local staff to appropriate departments.
  • Submit applicable new hire, termination, change tracker to Project HOPE HQ HR and Global Health teams.
  • Provide ongoing assistance and guidance and promote learning and development to all staff, teams and partners.
  • Participate in the development of the local company handbook, policies and orientation packages for incoming national staff.
  • Promote and comply with Project HOPE’s policies and procedures with respect to compliance, code of conduct, PSEA, safeguarding, safety and security.
  • Escalate to the HR Manager all serious matters related to project staff relations in the assigned location.
  • Prepare HR reports and data analytics as needed.
  • Other duties as assigned.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in business administration, organizational management or related area.
  • Three years minimum of HR professional experience in a similar position; previous experience with NGOs, emergency humanitarian work is a plus.
  • Knowledge of local labor laws and practices.
  • Demonstrated experience in supporting implementation of HR policies, procedures and systems.
  • Strong organizational skills with a history of providing excellent staff support with a high level of attention to detail and sense of urgency.
  • Excellent understanding and experience of the recruitment lifecycle and coordination of onboarding process.
  • Strong capacity building ability and ability to relate to and motivate staff effectively.
  • Strong interpersonal skills and commitment to humanitarian principles.
  • Understands the importance of confidentiality.
  • Flexibility and adaptability to challenges and changes in work environment.
  • Strong written and oral communication skills.
  • Teamwork and cooperation and can cope with stressful workload.
  • Fluent knowledge of English and of local language.
  • Essential computer literacy (word, excel and internet).

 

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

Consultants should be able to work in an office setting, communicate effectively, and travel as needed. Assignments may include field or emergency deployments in austere or hardship environments. Typical office noise is minimal, and travel may involve air or other modes of transportation.
